Synopsis (short abstract) The first meeting of the Working Group on the Management of Deep-sea fisheries of the Western Central Atlantic Fishery Commission (WECAFC) took the form of a “Technical Workshop on Bottom Fisheries in the High Seas Areas of the Western Central Atlantic”. The meeting was held in Christ Church, Barbados, from 30 September to 2 October 2014. This report contains a summary of the presentations, discussions, conclusions and recommendations of the meeting. The report is organized along topics rather t han in chronological order. The meeting brought together 31 fisheries experts from 17 WECAFC member States and 4 institutions. The Working Group compiled available information on the high seas fisheries in the WECAFC area and noted that deep-sea fisheries in the High Seas had been and were occurring, and that they were likely to increase in the future. The Working Group also noted the international instruments and recommendations related to protecting vulnerable marine ecosystems (VMEs) in the h igh seas of the WECAFC area. The group also noted with some concern that some of their shallow water fisheries were expanding into deeper waters. FAO outlined the mechanisms currently used to manage deep-sea fisheries and VMEs that could be affected by deep-sea fisheries. The FAO Deep-sea Fisheries Guidelines were presented to the group, which then applied them to VME elements within the region. The Working Group proposed a total of five potential VMEs within the WECAFC area. The recommendations of this workshop/working group will be presented for review to the seventh meeting of the WECAFC Scientific Advisory Group and to the sixteenth session of WECAFC.

    The ninth session of the Scientific Advisory Group (SAG) of the Western Central Atlantic Fishery Commission (WECAFC) was held in Christ Church, Barbados, on 19 and 20 November 2018. The SAG considered the outcomes of the work carried out by various joint working groups in 2018 and their recommendations to WECAFC 17. The SAG also reviewed the status of the main fish stocks in Area 31 and discussed the Regional Caribbean Spiny Lobster (Panulirus argus) Fishery management plan, the status of implementation of the CLME+ Sub-project on the Flyingfish fishery and the Insurance needs and opportunities in the Caribbean fisheries sector. The SAG further was updated on WECAFC-FIRMS partnership and the Process towards the establishment of a Permanent Coordination Mechanism concerning the Consolidation of a regional framework for integrated ocean governance in the CLME+/WECAFC/Wider Caribbean region, and the activities of partner agencies in the region. A list of specific SAG recommendations for the attention of WECAFC 17 is included in the preface of the report. La neuvième session du Groupe scientifique consultatif (GSC) de la Commission des pêches pour l’Atlantique Centre-Ouest (COPACO) s’est tenue à Christ Church (la Barbade), les 19 et 20 novembre 2018 Le GSC a examiné les résultats des activités menées en 2018 par divers groupes de travail conjoints ainsi que leurs recommandations à l’attention de la dix-septième session de la COPACO. Il a également passé en revue l’état des principaux stocks de poissons de la zone 31 et discuté du Plan régional de gestion des pêcheries de langouste des Caraïbes (Panulirus argus), de l’avancement de la mise en œuvre du Sous-projet CLME+ sur la pêcherie de poissons volants, et des besoins et opportunités en matière d’assurance, dans le secteur des pêches aux Caraïbes. Le GSC a ensuite été informé de l’évolution du partenariat COPACO-FIRMS et du pro-cessus d’établissement d’un mécanisme de coordination permanent pour la consolidation d’un cadre régional de gouvernance intégrée des océans dans la Grande région Caraïbe/CLME+/COPACO et mis au courant des activités des institutions partenaires dans la région. Une liste de recommandations spécifiques du GSC à l’at-tention de la COPACO 17 est incluse dans la préface du rapport. La novena sesión del Grupo Asesor Científico GAC de la Comisión de Pesca para el Atlántico Centro Occidental (COPACO) se realizó en Christ Church Barbados, el 19-20 de Noviembre de 2018, El GAC considero los resultados del trabajo llevado a cabo por varios grupos de trabajo en 2018 y sus recomendaciones a la COPACO 17. El GAC también revisó el estado de las principales poblaciones de peces en el Área 31 y discutió el plan de ordenamiento de la Langosta Espinosa del Caribe (Panulirus argus), el estado de implementación del Subproyecto sobre la pesquería de pez volador del CLME+ y las necesidades de Seguro y oportunidades para el sector pesquero en el Caribe. Más adelante, el GAC fue actualizado sobre la alianza COPACO – FIRMS y el Proceso hacia el establecimiento de un Mecanismo de Coordinación Permanente con respecto a la Consolidación de un marco regional para la gobernanza integral de los océanos en el CLME+/COPACO/ región del Gran Caribe, y las actividades de las agencias aliadas en la región.     The FAO Technical Workshop on Deep-sea Fisheries and Vulnerable Marine Ecosystems of the Eastern Central Atlantic took place in Dakar, Senegal, from 8 to 10 November 2016. The meeting was attended by 32 participants who contributed in their individual capacities to the discussions on the subjects of deep-sea fisheries and benthic habitats of the CECAF region. The participants had backgrounds in fisheries management, research, environment, fishing industry, non-governmental organizations, regiona l organizations, and projects. Invited experts provided case studies and examples of deep-sea fisheries management and processes to protect vulnerable marine ecosystems (VMEs) from the north, western-central and south Atlantic regions. The three-day workshop was organized into two main parts, with 2.5 days dedicated to discussions on deep-sea fisheries, and VMEs in the CECAF area (Part 1), and a half-day session specifically dedicated to awareness raising on sponges (Part 2). The deep-sea fisher ies and VME component of the workshop aimed to support the implementation of the FAO International Guidelines on the Management of Deep-sea Fisheries in the High Seas (adopted 2008) in the region, and to increase knowledge and share experiences of the importance of addressing potential impacts from deep-sea bottom contact fisheries on VMEs. Overviews were provided on current global and regional instruments, processes and practices for the management of deep-sea fisheries and protection of VMEs, and their relevance to the CECAF region discussed. Deep-sea fisheries in EEZs and ABNJ were characterized and current available information on benthic habitats were reviewed. This component of the workshop resulted in a suite of advice and recommendations for the CECAF Scientific Sub-Committee to consider for recommendations to the next Committee meeting. The Sponges component of the workshop addressed the objectives of Work Package 8.2 of the SponGES project “Deep-sea Sponge Grounds Ecosystems of the North Atlantic: an integrated approach towards their preservation and sustainable exploitation”, which aims to promote and facilitate dialogue and knowledge transfer between scientists, managers, policy-makers, and stakeholders from the Atlantic region on SponGES, through round-table dialogues.

    The Third Regional Workshop on Caribbean Billfish Management and Conservation of the WECAFC/OSPESCA/CRFM/CFMC Working Group on Recreational Fisheries was held in Bridgetown, Barbados, from 4 to 6 April 2017. Thirty-five representatives from thirteen Caribbean countries and territories, along with various organizations and projects, attended the workshop. Information about the values represented by billfish stocks in the Caribbean was presented and discussed in pursuit of solutions to increase the value of these resources for the Caribbean states. Successful billfish capture and stock value conservation examples were presented and discussed, as were the policy, legislative and management contexts within which billfish fisheries currently takes place in the region. The latest stock assessment data were presented, which illustrated stock declines and the current level of fisheries pressure on the stocks. A third draft of the Caribbean Billfish Management and Conservation Plan was discussed, as was the draft Subregional FAD Management Plan. Business case opportunities sought through the Caribbean Billfish Project were also clarified. A draft WECAFC management recommendation was prepared by the Working Group, recognizing the concerns over billfish stock status, the current fisheries pressure on these stocks and proposing regional concerted action. Participants revised the Terms of Reference pertaining to the Working Group on Recreational Fisheries, updated the work plan and elected its convener. The workshop was carried out under the guidance and supervision of the FAO Western Central Atlantic Fishery Commission (WECAFC) with support of the Caribbean Billfish Project GCP/SLC/001/WBK. El tercer Taller sobre el Ordenamiento y la Conservación de los Picudos del Grupo de Trabajo sobre la Pesca Recreativa de la COPACO/OSPESCA/CRFM/CFMC, fue realizado en Bridgetown, Barbados, del 4-a 6 de abril de 2017. Treinta y cinco representantes de trece países del Caribe y los territorios asistieron al taller, a la par de otras organizaciones y proyectos. La información sobre los valores que representan las poblaciones de picudos en el Caribe fue presentada y discutida en búsqueda de soluciones para mejorar el valor de estos recursos en los estados del Caribe. Las capturas exitosas de picudos y el valor de varios ejemplos de conservación de las poblaciones, fueron presentados y discutidos, lo mismo que los contextos políticos y jurídicos en los que actualmente la pesca de picudos se realiza en la región. La Última información sobre datos del estado de las poblaciones fue presentada, en la que se ilustra el declive de las poblaciones y el estado actual de la presión de las pesqueras sobre las poblaciones y las propuestas para una acción. Un tercer borrador del Plan de Ordenamiento y Conservación de los Picudos fue discutido, lo mismo que el Plan Sub-regional de Ordenamiento de la pesca con DAPs. Las oportunidades de negocios a través del Proyecto Picudos del Caribe, fueron también aclaradas. Se preparó un borrador de recomendaciones sobre ordenamiento por el Grupo de Trabajo de la COPACO, reconociendo las preocupaciones sobre el estado de las poblaciones de picudos, la presión actual de las pesqueras sobre estas poblaciones y las propuestas regionales de acción concertada. Los participantes revisaron los Términos de Referencia del Grupo de Trabajo sobre la Pesca Recreativa, actualizaron el plan de trabajo y eligieron el convocante. El taller se realizó bajo la supervisión de la Comisión de Pesca para el Atlántico Centro occidental (COPACO) con el apoyo del Proyecto Picudos del Caribe GCP/SLC/001/WBK.
