Synopsis (short abstract) Water scarcity is among the five crises set to have the greatest impact in the next decade. Four billion people currently live with severe water scarcity for at least one month a year. Agriculture is the economic sector likely to suffer most, drawing around 70 percent of global fresh water. Global dietary changes and population growth are set to lift water demand even more. FAO’s Global Framework on Water Scarcity in Agriculture (WASAG), with commitments by its 59 partners, aims to tackle these issues. FAO has developed this programme to bring new evidence and tools to fight water scarcity, address growing competition for scarce water resources, promote water-use best practices, provide tools to cope with droughts, and empower women to access water for agriculture.

    The Global Framework for Action to Cope with Water Scarcity in Agriculture in the Context of Climate Change (in short, the Global Framework on Water Scarcity in Agriculture, WASAG) has been designed to bring together key players across the globe and from different sectors to tackle the collective challenge of using water better in agriculture to ensure food security for all. It is a Partnership hosted by the Food and Agriculture Organization of the United Nations (FAO) and consisting of government agencies, international organizations, research institutions, advocacy groups and professional/membership organizations. WASAG fosters collaboration among its partners for the development and deployment of policies, strategies, and programmes, enhancing field capacity for the adaptation of agriculture to water scarcity.

    Water scarcity is one of the greatest challenges of the twenty-first century. Agriculture is both a cause and a casualty of water scarcity. It accounts for an estimated 70 percent of global water withdrawals, with freshwater resources heavily stressed by irrigation and food production. While demand for water for agriculture and other uses are increasing rapidly, climate change also affects fresh water resources negatively both in terms of quantity and quality. More frequent and severe dro ughts are having an impact on agricultural production, while rising temperatures translate into increased crop water demand. Water use is growing at more than twice the rate of population increase, and a 60 percent surge in food demand is expected by 2050. There is an urgent need, therefore, to address water scarcity.

    From Rome to Praia, the Global Framework on Water Scarcity in Agriculture (WASAG) has brought together many partners across the globe and across sectors to tackle pressing water issues related to agriculture and food production. WASAG’s vision is of a world whose food systems are secure and resilient to increasing water scarcity in a changing climate. WASAG’s 1st International Forum held in Praia, Cabo Verde from 19 to 22 March 2019, aimed at identifying concrete - practical, innovative and collaborative - solutions to address water scarcity in agriculture in a changing climate. With a focus on Cabo Verde, Small Island Developing States (SIDS) and West African countries, the Forum was organized around the following six main thematic areas: water and migration, drought preparedness, financing mechanisms, water and nutrition, sustainable agriculture water use and saline agriculture. This executive summary presents the key issues raised during the Forum’s technical sessions and side events, as well as key messages from these sessions. As a result, these discussions which were led by the six working groups of WASAG were synthetized in a set of 17 commitments, called the Praia Commitment which was adopted by the Partners at the conclusion of the Forum. This important milestone will now translate the work of WASAG into actions that can be monitored. The Praia Commitment is an achievement and an undeniable call for action through the Global Framework.
