This report describes the activities of a master fisherman who worked with the project from October 1979 to April 1982. He analyzed the operations of purse seiners operating in the Gulf of Suez and recommended improvements which could substantially reduce the number of fishermen employed on each boat; he participated in a survey of conditions in West Sinai following its restoration to Egypt and made recommendations for future developments in the area; he carried out trials in the PDRY with botto m long lines and ring nets, the latter being very effective for catching 'flat herring’; and he carried out repairs to the project vessel in the Sudan. His main activities were concerned with the establishment of a community fishing Centre in Quseir, Egypt, being intimately involved not only with experimental fishing and training of fishermen but also with the physical and administrative structure of the Centre. He introduced gill netting into the area, demonstrating very clearly the potential o f this type of fishing and was actively concerned in the establishment of a number of very successful fishing camps on the Egyptian Southern Red Sea coast. Recommendations are made about the future development of the Centre both as regards its organization and the technical considerations involved.

After the expert was transferred to the Suez Sub-Station of RAB/81/002 from Hodeidah, Yemen Arab Republic in January 1982, his work was mainly concerned with national activities in Egypt but duty travel was undertaken to the PDRY on three occasions. The project was at the time operating a 9 mt vessel (Quseir) with which the master fisherman was conducting experimental multi-mono gill net fishing operations in the Quseir Community Fishery Centre (CFC). Immediate steps were taken to provide a subs tantial supply of fast and slow moving spare parts for the outboard engine motors used in the daily fishing operations in the southern Egyptian Project areas and specialised equipment was ordered to complement the facilities in existence in the Quseir CFC.

This report covers the period from January 1981 when the author joined the Project (RAB/77/008), to his departure in April 1984 during RAB/81/002. Previous to joining the Project, he had visited the site in Port Sudan from 10 to 15 July 1980 and written a report giving the situation and suggesting action to be taken. The background situation described here is based on that report and some alterations made through being able to verify particular points more thoroughly during the three years of my employment in the area. The work was centered at two places at different times: Mohammed Qol and Suakin. The timetable was dictated by the nature of the work. The nature of the work was not affected by the change in the Project’s overall phases.
