    The Human Right to Adequate Food in the Global Strategic Framework for Food Security and Nutrition – A Global Consensus 2013
    The Global Strategic Framework for Food Security and Nutrition (GSF) is the first global framework adopted by consensus, by governments, which systematically mainstreams the right to adequate food and human rights into policies relevant to food security and nutrition at the global, regional and national levels. The GSF requires all stakeholders to implement and ensure the coherence of these policies with regard to the right to adequate food. This publication documents the consensus reached in the context of the GSF with respect to recommendations that are particularly interesting from a right to food perspective. It builds largely on agreed language from the GSF as a basis for advocacy and information work. It also offers important suggestions to stakeholders on how to translate the global consensus into practice at the national level, notably by presenting a variety of experiences and case studies which demonstrate the importance of a human rights-based approach to food security and nutrition. Moreover, the document presents concrete recommendations put forth in the GSF in order to implement specific policies aimed for vulnerable groups or particular issues. The document concludes by highlighting three areas where the GSF is particularly important from a human rights perspective, namely: its contribution to understanding the primacy of human rights in the field of policies relevant for food security and nutrition; its contribution to the human rights coherence in food s ecurity and nutrition actions; and its emphasis on the strengthening of human rights-based monitoring and accountability mechanisms.

    Nutrition and food systems. A report by the High Level Panel of Experts on Food Security and Nutrition of the Committee on World Food Security. September 2017 2018
    At its 42nd session in October 2015, the Committee on World Food Security (CFS) requested the High Level Panel of Experts on Food Security and Nutrition (HLPE) to prepare a report on Nutrition and Food Systems, to be presented at CFS 44 in October 2017. This topic is highly relevant to the Sustainable Development Goals (SDGs), the implementation of the 2014 Rome Declaration on Nutrition, the subsequent Decade of Action for Nutrition, and the fulfilment of the right to adequate food. The purpose of this report is two-fold: (i) to analyse how food systems influence people’s dietary patterns and nutritional outcomes; and (ii) to highlight effective policies and programmes that have the potential to shape food systems, contribute to improved nutrition and ensure that food is produced, distributed and consumed in a sustainable manner that protects the right to adequate food for all. This report is illustrated by short case studies reflecting the wide variety of practical experiences in diff erent contexts. It also provides a set of action-oriented recommendations addressed to states and other stakeholders in order to inform CFS engagement in advancing nutrition and CFS contribution to the UN Decade of Action on Nutrition (2016–2025).

    This study shows how an institutional framework can efficiently support the realization of the right to adequate food and – mainly with the guidance of Guidelines 5 and 18 –examines important advances that have taken place since the adoption of the Right to Food Guidelines through various structural dimensions of an institution. Executive and legislative bodies, human rights institutions as well as judicial and quasi-judicial bodies, at national, regional and global levels, have been established or strengthened over the past decade so as to further contribute to the realization of the right to adequate food of all. Progresses are seen in various regions and across societies with different historical, cultural, social and economic contexts. Still, at national, regional and global levels, there are various actions that can be taken to further increase the contribution of institutional frameworks to the eradication of hunger, malnutrition and the realization of the right to adequate food of all over the coming years. Some of these actions include: the entrustment of clear and broad mandates on the right to adequate food; the empowerment and funding of adequate human resources; and an active and effective participation of all relevant stakeholders in order to strengthen accountability and transparency.
