Synopsis (short abstract) Investments in irrigation can greatly contribute to increased agricultural production and economic benefits when planned, implemented and operated satisfactorily. The range of options available for investments is generally wide. Careful selection on technical and socio-economic grounds is required to ensure optimum returns from the investments on a sustainable basis. This publication presents several papers prepared in the course of providing assistance to developing countries in the prepar ation of World Bank-financed irrigation projects in various parts of the world. They cover a variety of topics raised during field work, including technical and economic issues requiring clarification, and record the experiences of actual case situations.

    Agriculture can play an important role in climate change mitigation while contributing to increased food security and reductions in rural poverty. The Ex-Ante Carbon-balance Tool (EX-ACT) can estimate the mitigation potential of rural development projects generated from changes in farming systems and land use. The study presents and discusses the EX-ACT analysis performed on the World Bankfinanced Land Husbandry, Water Harvesting and Hillside Irrigation Project of the Government of Rwanda. Estim ates of the impact of project activities on greenhouse gas emissions and carbon sequestration demonstrate that the implementation of the LWH project will provide additional environmental benefits by helping to mitigate climate change. Thus it reflects possible synergies between mitigation and rural development goals through a watershed approach.

    Small-scale forest-based processing enterprises 1987

    Small-scale forest-based processing enterprises comprise an important, but neglected, part of the forestry and forest industries sector. They process a large part of the raw materials from the forest and supply some of the main markets for forest products, in particular in the rural areas of developing countries. Our concern in the work reported on in this publication has been to determine the main features, prospects and problems of such small-scale enterprises and what support could enhance their developmental contribution, and therefore the developmental impact of the forest sector. Many small enterprises are currently unstable, and offer little security or prospect of self-reliance for those engaged in them. These problems need to be tackled by promoting viable enterprises run by rural people through effective participatory organizations which can increase peoples' control over their own economic destiny. External supp ort to increase production and efficiency needs to be compatible with those valuable elements of local culture which still have a role to play in the modern context.

    This module presents a Case Study of a Carbon-Balance Appraisal for an investment programme. It is useful for people who wish to improve their skills on how to estimate the climate change mitigation potential of agricultural programmes/projects and how to integrate it into the economic analysis of projects. This case is part of a set of documents which intend to provide support project developers in the process of learning and applying the EX-Ante Carbon balance Tool (EX-ACT). More specifically, the EX-ACT application was tested on a FAO Programme in Madagascar and the results are demonstrated in this Case Study, which consists of a brief description of the project, guidelines for structuring project data and an appendix with project data.
