Synopsis (short abstract) This publication reviews the potential for fisheries production from irrigation canals. It deals with the subject under the following major headings: engineering aspects of irrigation systems; factors limiting fish production in canals; weed growth and associated problems in irrigation canals. Cage culture in irrigation canals is presented in case studies for Indonesia, Egypt and Thailand, and pen culture in China. Both cage and pen culture are considered to be the most suitable forms of aquacul ture in irrigation canals. Fish can be profitably and successfully reared in irrigation canals to control unwanted aquatic weed growth, and there is some potential for the use of fish to control vectors and hosts of waterborne diseases. Amongst the constraints, levels of pesticides in fish tissues cultured in irrigation systems could be a problem in the development of foodfish production in irrigation canals. The major constraint to aquaculture development in such systems is that a continuous, p referably constant, flow of water is required throughout the culture period and this is not available in many irrigation systems.

    This is a weighty report of formidable bulk and understandably so. Rarely has a Workshop in Bangladesh or anywhere else been so comprehensive in mandate or assembled such an array of fisheries expertise. Why was the workshop held? Quite simply, to give effect to Bangladesh's vision of fisheries development and management, set forth in its Perspective Development Plan for 1995-2010. That plan seeks to increase production of fish, manage and conserve fisheries resources for present and futur e generations, encourage private enterprise, increase overall economic growth, and generate employment and incomes, particularly for the rural poor and unemployed youth. These are comprehensive goals, and call for clear guidelines and strategies to address the problems and concerns of fisheries. The National Workshop on Fisheries Resources Development and Management, in Bangladesh, held 29 October-1 November, 1995, in Dhaka, sought to evolve such guidelines and strategies. The Worksh op's recommendations are wide-ranging. They relate to the management of inland fisheries, brackishwater and marine fisheries resources; the management needs of freshwater, marine and brackishwater aquaculture; integrated management of land and water; financing of all these sectors; the legal framework for fishing community development and management; the marketing of fish and fish products. In sum, the Workshop (sponsored jointly by the FAO through BOBP, and the ODA) left nothing uncovered or untouched. The report of this Workshop should therefore be a valuable document - for research and reference, and for the needs of everyone who is concerned with fisheries development and management in Bangladesh.

    The FAO Expert Consultation was attended by 19 participants, including national fisheries and irrigation experts from 10 countries: China, India, Iran, Kazakhstan, Kyrgyzstan, Mongolia, Pakistan, Syria, Turkey, and Uzbekistan. The presence of irrigation experts made possible close interaction on common problems, especially in areas where fisheries interests in water resources have been in conflict with demands from irrigated agriculture. The presentation of thirteen papers was followed by discus sions which addressed the following: the present use of irrigation systems, including drainage waters, for fish production; current fishery management practices in irrigation systems; constraints to improving fish production in these systems; fish biodiversity, fish stock enhancement, efficiency of the existing fishery laws and regulations, trans-boundary aspects of fish stock management, regional and sub-regional collaboration, and some other areas of interest for fisheries in irrigation system s of the arid zone of Asia. The Expert Consultation concluded with a set of recommendations and proposals for further action. This Report is a companion to the FAO Fisheries Technical Paper No. 430 “Fisheries in irrigation systems of arid Asia”.
