In view of the late onset and poor spatial distribution of rains reported during the 1997 Masika and long rains season, a serious reduction in domestic food supplies was anticipated for the current 1997/98 marketing year (June/May). It was envisaged that food supplies from the 1998 secondary Vuli crop would ease the food situation somewhat. However, since October last year the country received unprecedented rainfall, which resulted in widespread flooding and damage to the agriculture sector and infrastructure, particularly the transport system. In view of these developments and ongoing food supply concerns, the Government requested an FAO/WFP Crop and Food Supply Assessment Mission to assess the outcome of the 1998 Vuli crop, review early prospects for the 1998 main Masika and long rains crop and evaluate the overall food supply situation for the remaining part of the current 1997/98 marketing year to the end of May. -

An FAO/WFP Crop and Food Supply Assessment Mission visited Burundi in February 1998 to evaluate the 1998 first season (1998A) production, forecast harvest for the second and third seasons (1998B and C), and estimate the countrys import and food aid requirements for 1998. The mission had consultations with government officials and representatives of UN and other bodies, and visited all the countrys provinces. In preparation for the mission, a preliminary survey had been carried out by two nationa l consultants in twelve provinces where security conditions permitted. The mission noted an improvement in security conditions which allowed some of the population in regroupment and displacement camps to return to their farms during the second half of 1997. Thus the number of people in camps fell by 14 percent between June 1997 and January 1998 from 665 374 to 572 462, representing 9 percent of the total population in February 1998. This population movement, together with repatriation from o utside the country, led to an increase in planted areas in 1998A season. -

The combination of economic decline and natural disasters in the Democratic People’s Republic of Korea since 1995, have seriously compromised national food security. Although the unprecedented volume of food aid and international assistance for agriculture recovery has undoubtedly helped ease the situation, the country still faces a precarious food outlook. An earlier FAO/WFP mid-season assessment of crop and food prospects in June warned that even under favourable weather conditions, chro nic shortages of essential agricultural inputs would compromise food production this year leaving the country with a large food deficit. In addition, the severity of economic problems facing the country and its seriously reduced capacity to import food commercially meant that a large part of the deficit would need to be covered by food assistance.
