Synopsis (short abstract) Fishery products are still among the most extensively traded commodities in the world. For this reason, and also owing to their perishable nature, most countries have strict regulations and border inspection procedures. Freshness, hygiene and packaging, as well as accompanying documentation, are rigorously checked. The substantial variation among the standards and regimes of importing countries constitutes one of the most serious difficulties for exporters in the international market of fish and fishery products.

    Agriculture is a major source of exports in some Southern African Development Community (SADC) Member States. However, intra-SADC trade flows as a percentage of total imports and exports remain low. This trend is partly attributed to excessive customs duties, border delays, as well as non-tariff barriers on imported products among SADC Member States. To contribute to the actualization of the SADC Protocol on Trade, selected SADC regional ports of entry/exit were assessed to determine key sanitary and phytosanitary issues hampering the efficient movement of agricultural products and to provide recommendations to address them. This policy brief is based on findings of the assessment and a SADC Cross Border Road Transport Agency report.

    A variety of instruments have been established within the framework of the FAO Code of Conduct for Responsible Fisheries, assisting fishers, industry, and governments in the area of management, operations, aquaculture development, coastal area management and post-harvest and trade. Among FAO instruments, the set of International Plan of Actions (IPOA) covers a wide area of fish-related issues like sharks (IPOA-sharks), fishing capacity (IPOA-capacity), seabirds (IPOA-seabirds) and IUU fishing (IPOA-IUU). The importance of small-scale fishers and developing countries at a global level in producing and supplying fish and fishery products put them at the forefront in facing specific trade measures. In this regard, the FAO Voluntary Guidelines for Small-Scale Fisheries (SSF) focuses on integrated and participatory approaches for small-scale fishers to reduce any associated barriers.
