    This volume contains contributions originally prepared by FAO for the Third United Nations Conference on the Least-developed Countries (LDCs) held in Brussels from 14 to 20 May 2001. The material included here, which was presented to the thematic session on “Enhancing Productive Capacities – the Agricultural Sector and Food Security” of the Conference, consists of an analysis of the role of agriculture in the development of least-developed countries and their integration into the w orld economy, a summary of FAO field programmes in LDCs and a compendium of agricultural statistical indicators relevant to the LDCs. These papers, which have been revised and edited, are being published in this form in order to facilitate a wider distribution.

    In 2015, world leaders adopted two important global initiatives to support sustainable development and international cooperation: the 2030 Agenda for Sustainable Development (2030 Agenda), with its 17 universal and global Sustainable Development Goals (SDGs), and the Addis Ababa Action Agenda (Addis Agenda). In agriculture, as in other sectors, the SDGs represent a broad, ambitious, and multidimensional programme of action. They place new demands on governments in all countries to improve coordination with global partners and with other sectors of society to deliver more effective policies and programmes , cutting across sectors and responding to complex economic, social, and environmental challenges. In order to address these growing demands, the project focused on rectifying the critical challenges of agriculture data scarcity, high costs, inaccessibility, low quality, low disaggregation, and low comparability that have long impeded effective agricultural programming and policy.

    This case study was conducted to provide a good understanding of the challenges and opportunities related to Egypt’s agricultural research and organizational development to draw lessons and develop supporting guidelines. This study aimed to enhance efforts exerted by Egypt’s NARS in the field of developmental research by formulating an integrated and coherent approach for research and dissemination of proven technologies and practices. Such approaches are expected to address key bottlenecks and provide the needed direction and means for sustainable improved implementation of AR4D. This can ultimately lead to enhancing and empowering the capacity of Egypt’s NARS to better inform and influence policies and facilitate institutional changes required in the agricultural sector. As part of the efforts of the Food and Agriculture Organization of the United Nations (FAO) to support and strengthen NARS’ research impact and their links to extension service systems, the present assessment was carried out to establish a deeper insight into challenges and opportunities that are facing NARS in Egypt.
