Synopsis (short abstract) By the late 21st century, Africa is likely to experience warming and increased climate variability, which have been linked to adverse economic outcomes. Human-induced climate change, including more frequent and intense extreme events, has caused widespread adverse impacts and related losses and damages to nature and people beyond natural climate variability. The Intergovernmental Panel on Climate Change (IPCC) 6th Assessment Report’s (2021) continental projections for Africa indicate a projected increase in temperature and weather extremes. In the Zimbabwean context, there are already indications that rising temperatures and increasing rainfall variability are affecting agricultural outputs and, with that, food and nutrition security. Migration is one possible adaptation strategy in the context of climate change, alongside other possible responses. The Labour Force and Child Labour Survey indicates that approximately 124 000 people left their homes in search of better agricultural land, with another 4 000 people reported being displaced by extreme events between 2011 and 2019 in Zimbabwe. Earlier research indicates that 44 percent of the total 1.6 million Zimbabweans in South Africa are believed to have migrated because of drought-related food insecurity. This study aimed to investigate the climate change–migration nexus in selected provinces in Zimbabwe, including the influence of climate and environmental factors on rural migration patterns and the relationship between migration and climate change adaptation.

    Climate change and food security are complex, intertwined processes, whose interaction has profound implications on human mobility. Rural people are exceptionally vulnerable to climate change impacts owing to their strong dependency on climate sensitive livelihoods and natural resources. Rural areas therefore appear to be at higher risk of climate induced migration, as is the case for Zimbabwe and other countries in Southern Africa. Despite increased evidence of climate induced migration and its relevance for rural areas, there is still a lack of policy coherence and coordination across sectors. This limits the adoption of comprehensive approaches to climate mobility that can tackle the challenges and opportunities at the intersection of climate change, migration and rural livelihoods. Through this project, the Food and Agriculture Organization of the United Nations (FAO) aimed at addressing this policy and programmatic gap, generating knowledge and strengthening capacities to ultimately address the root causes of climate induced mobility while harnessing the contribution of migration to climate adaptation.

    While there are instances where individuals or households are forcibly displaced or leave because they feel a decent life is no longer possible, migration is more than just a response to an unfolding crisis. Under certain conditions, migration can be a proactive livelihood diversification strategy that contributes to rural households’ capacity to adapt to changing conditions.

    Climate change-related events undermine children’s educational attainment, exposing them to child labour, hazardous work and forced migration. This nexus is particularly relevant for agriculture and its subsectors: indeed, they absorb about 26 percent of the economic impacts of climate change-related disasters and host 70 percent of all child labour. This study aims to identify the extent to which climate change-related events and impacts affect child labour in agriculture by exploring the underlying connection between the two challenges as the initial step towards integrating a child labour lens within the international community’s work on climate change. It showcases the multi-dimensional relationship through a mixed-methods approach in four countries: Côte d'Ivoire, Ethiopia, Nepal and Peru. The qualitative and quantitative findings propose a set of policy implications that are in line with the concept that one-size-fits-all policy prescriptions are unlikely to work, as they must be tailored to different communities based on their characteristics.
