    The report gives an overview of the documented knowledge concerning Livestock-Environment Interaction (LEI) at the watershed level in India and proposes an approach for improving strategic and programmatic efficiency focusing the situation of resource poor segments of the population. The report also has a set of hypotheses, which help to establish a baseline of existing literature and documentation of Livestock Environment Interactions on watershed level in India. The results are grouped in 16 m ajor findings in the form of a contextual description and conclusions. The report proposes the areas of Analysis of the changes of dynamics and distribution of household income and indirect benefits from livestock in Watershed Development Programmes and the incidence on environment, Analysis of the dynamics of Common Property Resource utilization (importance in livelihood, carrying capacity, access and availability) etc.

    This report is intended to contribute to solving one of today's most crucial agricultural dilemmas: how to find a balance between a fast growing global demand for food and the need to sustain the natural resource base of land, water, air and biological diversity. It is a direct response to the concern for food security, as expressed at the World Food Summit, and to the concern expressed for the environment through several international conventions, such as the International Convention on Biologi cal Diversity, the Montreal Protocol on the emission of greenhouse gases and the Convention to Combat Desertification. It is also cast in the light of changes in the global trade environment, following the Uruguay Round Agreement, which may bring about significant changes in the patterns of trade in livestock and livestock products.

    The Policy note deals with livestock – environment interactions in the watershed areas. It aims at striking a balance between making livestock a viable livelihood option and preserving the environment by promotion of sustainable resource management practices. The paper provides recommendations for achieving this balance and is targeted at policy makers, implementers, practitioners, NGOs, government departments, gram panchayats and community-based organizations. Various critical issues addressed here include common property resources, availability of quality services such as feeding, breeding, disease control, formal institutional credit and marketing, integration of livestock in watershed development programmes and so on. Every issue addressed is backed by case studies depicting best practices that can be adopted to overcome the issue. The paper recommends creating increased awareness to the various stakeholders, providing alternatives to grazing issues, measures that can help overcome fodder scarcity during drought, provisions for drinking water for livestock, coordination between various departments and training to overcome issues related to livestock-environment interactions. It advocates incorporating livestock component into the watershed programmes at the designing stage itself.
