Synopsis (short abstract) This eleventh Working Group meeting was made possible by the continued support of SDC to its secretariat. This particular meeting would not have been possible without the kind invitation of both the Food and Agriculture Organisation and the International Institute for Educational Planning of UNESCO. The Working Group thanks Lavinia Gasperini from FAO and David Atchoarena from UNESCO-IIEP for facilitating the meeting. The focus of the meeting reflected our visit to the FAO and its collaboration with IIEP on the issue of education for rural people. We also took advantage of this meeting to explore the experiences of several other agencies in this field and to discuss plans by the World Bank for new research in this area. The meeting was organised by the Secretariat under the leadership of Michel Carton and was chaired by Kenneth King. This discussion paper is authored by Simon McGrath. In addition to the inputs synthesised in this paper, a review of current approaches to rural skil ls development of bilateral and multilateral agencies, authored by Frédérique Weyer and Juliane Ineichen, is available on the Working Group website.

    The vast majority of the human population in sub-Saharan Africa (SSA) is rural. In order to achieve the Millennium Development Goals (MDGs) a special effort must be devoted to promoting rural development and fostering better living conditions of the rural poor. In this respect, this paper justifies the need for a strong specific focus on rural people and argues that education is the most effective way to empower the rural poor to get out of poverty and to ensure that the MDG targets are met in S SA. The paper provides empirical data on the human development situation and trends for rural peoples of the region, explains the critical roles agriculture, food security and nutrition for the achievement of the MDGs, identifies key potentials and strategic challenges of sustainable agriculture and rural development, and highlights the important contribution of ERP for sustainable rural development and for achieving the MDGs. The ERP key contribution to poverty alleviation was also acknowledged by the African Union Extra-ordinary Summit of Heads of State and Government on Employment and Poverty Alleviation in Africa (2004).

    Report of the national rural youth workshop on rural youth, food security and sustainable rural development in the Lao People's Democratic Republic 2005

    An account of the workshop which convened from 26 to 27 January 2005 in Vientiane, Lao People's Democratic Republic and brought together 61 rural youth from 18 provinces in the country to discuss the needs, constraints and challenges confronting young people. Youth make up a large proportion of populations in Asia and the Pacific region, many of whom live in poor, rural areas and lack adequate education and training and/or or are unemployed – conditions that make them vulnerable to exploitation in unsafe and unfair occupations with negative consequences (such as prostitution, HIV/AIDS and drug abuse). In the Lao People's Democratic Republic, 36 percent of the youth aged 10 to 25 have never attended school. Only 17 percent complete upper secondary school. Although working in agricultural fields is a daily duty for most rural youth, many consider themselves unemployed owing to the irregular and seasonal income from their endeavours. A large number move to urban areas where boys usually find employment in the construction industry while girls work in the garment industry, restaurants and entertainment localities where they may become involved in the sex industry. The report includes summaries of the group discussions and presentations as well as recommendations for improving the prospects of rural youth in the Lao People's Democratic Republic.
