Synopsis (short abstract) Forests cover two-thirds of the land area of Timor-Leste. The majority of the population lives in the forested uplands, and their livelihoods depend on agriculture and forest products. In the last decade, forest area has decreased as a result of unsustainable management, reducing the ability of forest to provide livelihoods to rural people and ecological services, such as water regulation, protection of soils and climate-change mitigation and adaptation. The first ever National Forest Policy (NFP) was formulated with technical assistance from FAO, and enacted in 2007. In order to promote sustainable forest management for the benefit of local people, the Government of Timor-Leste requested that FAO assist in reviewing the NFP, and in formulating the Forest Law as a legal instrument for NFP implementation.

    Agriculture is the most important economic sector in Timor-Leste; however, roughly two-thirds of the country’s population suffers from food insecurity, and poverty and malnutrition are major issues. Food production is low, which leaves many people with shortages for several months a year. A contributing factor to the problems faced by the agriculture sector in Timor-Leste is a lack of accurate data on the structure of agriculture in the country, owing to an unreliable agricultural statistics system. Prior to this project, the only available data came from administrative reports provided by agricultural extension workers, which did not include any benchmarks or standardization. Both the Government of Timor-Leste and the MAF aim to resolve the issue of food insecurity in the country. Achieving this goal is extremely challenging without current, reliable data to measure progress, to formulate and implement comprehensive policies and programmes, and to effectively provide services and resources to stakeholders in the agriculture sector.

    This report is an evaluation of the project “Establishing a sustainable National Information and Early Warning System (NIEWS) on Food Security in Timor-Leste”, through which the Food and Agriculture Organization of the United Nations (FAO) supported the Ministry of Agriculture and Fisheries (MAF) to improve the institutional structures and corresponding capacities necessary to sustain NIEWS. The main purpose of the evaluation was to: (i) provide accountability to the donor; and (ii) draw lessons from the implementation processes that could inform future decisions by the European Union (EU) and FAO on the formulation of a second phase or follow-up intervention.

    Since January 2012, the Food and Agriculture Organization (FAO) in Timor-Leste has been implementing the European Union (EU) and Technical Cooperation Programme (TCP) funded Food Security Project “Establishing a Sustainable National Information and Early Warning System (NIEWS) on Food Security in Timor-Leste”. The project, which budget totals €1,315,310 (EU: 80% and TCP: 20%), has been under implementation for 43 months and is expected to end in July 2015.
