Synopsis (short abstract) The purpose of the workshop was to offer a forum for the exchange of information and ideas on the evolving agricultural trade links between Latin America (LAC) and China. It was oriented towards identifying critical issues and developing suggestions that could provide an enhanced framework for guiding interventions by FAO, the World Bank and other international development agencies in support of an effective policy dialogue and better focused investment projects in Latin America in cooperation w ith China. The structure of the workshop’s program (see Annex) included presentations on (a) recent trends in world agricultural trade and the role of China, (b) public policy and private sector initiatives in China and Latin America with lessons from selected experiences, (c) trade opportunities, risks and challenges of China as a force in agricultural trade and investment with Latin America, (d) a panel discussion on agricultural trade and growth prospects, and finally (e) a brief presentation on conclusions and the future, out of which this present note derives. The power point presentations of all sessions are available on the web site of the Workshop at the FAO Investment Centre’s Meetings Archives for “Promoting agricultural trade linkages between Latin America and China.” One important consensus that emerged during the workshop was with regard to the importance of incorporating China in a partnership relation with the LAC region, where the World Bank and FAO could play a key rol e as facilitators, in addition to their lending operations.

    The paper explores the impact of an agricultural trade agreement, simulating alternative liberalization scenarios, and studying the outcomes of the interaction between the strategies of country groups in the negotiations. The analysis is based on the model of the Global Trade Analysis Project (GTAP), and on the related version 5.4 database. Scenarios are run on a 2013 baseline, built by taking into account a number of events that have affected (and will further affect) world agricultural markets up to that period, focusing on the effects that are specifically attributable to further trade liberalization in the Doha Round. The policy strategies analyzed are two liberalization scenarios based on the proposals made in the present round of agricultural negotiations in terms of market access and export competition, plus a free agricultural trade benchmark scenario. Simulations are employed to study the interactions between the possible strategies of two wide country groups – developed and d eveloping countries on the basis of game theory, and to search for mutually advantageous agreements to be compared with actual agreement hypotheses. Results indicate that welfare gains could be reaped both by developed and developing countries and the possibility of inter-country compensations would allow, at least in principle, an agreement to be reached.

    How did the Asia-Pacific region rescue over 700 million people from extreme poverty between 1980 and 2005? What policy lessons can we learn and implement to improve conditions for the nearly 1 billion people in the region who continue to live in poverty? Examining Asia's recent agricultural reform and trade liberalization experiences, in the context of current global crises, presents an occasion to reflect on past achievements and consider future opportunities. This publication synthesizes the proceedings and presents technical papers from a policy forum convened by FAO and China's Ministry of Agriculture. The first part summarizes key points from presentations, panel discussions and deliberations which sought to capture the essence of three decades of Asia's agricultural policy experience. The second part incorporates eight technical papers which addressed the forum's main themes: Chinese agricultural policy reforms and performance over the past 30 years; Asia's changing agricultu ral policy landscape; agricultural trade liberalization; and the implications of the global food and financial crises for food and agriculture.
