Synopsis (short abstract) This study provides an initial indicator-based framework for understanding the economic, social and nutritional contributions of inland capture fisheries and aquaculture and their links to available water resources. Fourteen indicators covering environmental, economic, social and nutritional dimensions of inland fisheries and aquaculture are identified and tested in eighteen African and Asian countries with significant inland fish production. Complexities in defining and estimating the indicator s are discussed, and initial results based on currently available data are presented to identify gaps and future steps to improve knowledge. The study discusses the potential use of these indicators as a baseline for national sectoral planning and management as a means to inform intersectoral water management and, in the face of climate change and changing water availability, as inputs into modelling the potential economic, social and nutritional losses and opportunities to society stemming thro ugh impacts in the inland fisheries sector.

    This document contains supplementary material to the FAO Fisheries and Aquaculture Technical Paper titled “Assessing water availability and related economic social and nutritional contributions provided by inland capture fishery and aquaculture: an indicator-based framework” and shows results of the implementation of the designed framework of indicators in 18 selected countries in Africa and Asia. Fifteen indicators assess the water availability, economic, social and nutritional dimensions measu ring the economic, social and nutritional contributions per unit of available water resource provided by the inland fishery sector to human well-being. Each country profile provides detailed information on the sources used to compile each indicator together with the rationale used to assemble the indicator values. Important background of information on existing data sources related to the indicator framework is provided and the document identifies existing data gaps and priorities for further in vestigation.

    Being able to access fish and other aquatic resources in inland waters for nutrition and food security is essential for rural populations in many developing countries and inland fisheries contribute significantly to achieving the Sustainable Development Goals. The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security, and the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication, are tools allowing governments to strengthen governance and develop policies that secure equitable distribution of benefits and empower stakeholders. This document examines the tenure systems, rights and governance issues in the vast, diverse and complex inland fisheries of India. The objective is to highlight how inland fisheries have been changing and the associated challenges for governance and tenure. The legal and policy contexts, within which fishing in rivers, wetlands and estuaries takes place, are described as well as the diversity of fishing activities and practices in the different environments found in India, which include inland capture fisheries, culture-based fisheries and freshwater aquaculture systems. Multiple drivers of change that affect inland fisheries are discussed from within the fisheries sector and from wider social, economic and environmental contexts. The ways in which formal and informal institutional arrangements and customary access regimes interact with each other are highlighted. The potential outcomes of institutional change and emerging policies for ecological sustainability, economic equity and social justice are discussed, with a focus on capture fisheries within India’s inland fisheries.

    The Symposium on Water for Sustainable Inland Fisheries and Aquaculture was held in Praia do Carvoeiro, Portugal, from 23-26 June 1998, in concomitance with the Twentieth Session of the European Inland Fisheries Advisory Commission (EIFAC). Sixty eight participants from 23 countries attended the symposium; 27 papers and 6 posters were presented. The Symposium concluded that those in charge of fisheries and aquaculture development should seek collaboration with other agencies and sectors of socie ty in order to improve coordination of water resource management and to ensure that the needs of inland fisheries and aquaculture are adequately represented in management plans. An urgent requirement would be an economic and social evaluation of inland fisheries, aquaculture production, fishing communities, fish populations and aquatic environments in general.
