The present paper is written as part of the overall Voluntary Guidelines consultation and development process and is a contribution to the subsequent preparation of the Gender Technical Guide. It contextualises and defines gender for the Voluntary Guidelines, discusses what governance of tenure means from a gender perspective and identifies and analyses key issues and themes. It then summarises recommendations relevant to gender before drawing some conclusions for t he development process of the Voluntary Guidelines.

2018Goal 5 of the Sustainable Development Goals (SDGs) “Achieve gender equality and empower all women and girls” recognizes the fundamental role of women in achieving poverty reduction, food security and nutrition. Target 5.a aims to “Undertake reforms to give women equal rights to economic resources, as well as access to ownership and control over land and other forms of property, financial services, inheritance and natural resources, in accordance with national laws”. As the designated custodian for Target 5a, FAO has developed a methodology to support countries in monitoring and reporting on progress in the status of women’s land rights protection. Progress in Target 5.a is measured through two indicators that focus on ownership and/or control over land. -

No results found.Access to and control over land is an essential prerequisite ofthe right to adequate food in rural areas of Sierra Leone. Since 2014,with technical support from FAO, Sierra Leone has supportedthe implementation of the Voluntary Guidelines on the ResponsibleGovernance of Tenure of Lands, Fisheries and Forests in the Contextof National Food Security (VGGT), embedding the principles ofthe Guidelines in the country’s National Land Policy (NLP).As the government considered possible NLP implementationstrategies, a stronger framework for addressing women’s land rightsin Sierra Leone was imperative to ensuring that rural women inthe provinces were able to negotiate, claim and defend their rightsand access.
