Terminal evaluation of the project “Strengthening and development of instruments for the management, prevention and control of beaver (Castor canadensis), an invasive alien species in the Chilean Patagonia”
    Project code: GCP/CHI/034/GFF - GEF ID: 5506
    2023

The project, funded by GEF, aimed to improve the institutional frameworks for the control, prevention and management of the invasive exotic species in high value ecosystems for biodiversity in the Magellan region and Chilean Antarctica. In addition, the project tried to address the conservation of biodiversity in the management of productive landscapes. Some of the final evaluation results highlights are: i) the set-up of a governance model for the management and control of the beaver in the Magallanes region, with a Management Plan in the process of being approved; ii) the creation and implementation of the coordinated information, monitoring and early alert system (SIAT); and iii) the implementation of a communication strategy starting at the beginning of the project, iv) the implementation of demonstrative practices in piloting areas.

Terminal evaluation of the project "Governance Strengthening for the Management and Protection of Coastal & Marine Biodiversity in key ecological areas and the implementation of the Ecosystem Approach to Fisheries"

The project "Governance Strengthening for the Management and Protection of Coastal & Marine Biodiversity in key ecological areas and the implementation of the Ecosystem Approach to Fisheries” in Argentina, implemented between May 2017 and March 2024, focused on improving the management and protection of marine biodiversity and promoting the ecosystem approach to fishing. The final evaluation, carried out with the participation of various actors, highlighted the high relevance and coherence of the project, as well as the institutional strengthening and development of technical capacities. The creation of synergies, instances of dialogue and high-quality lasting results also stands out. It is recommended to replicate this successful model in future projects in the region, ensuring institutional sustainability and the inclusion of transversal perspectives such as gender from the project design. It is recommended to adjust the governance and internal communication mechanisms, and better disseminate the products produced.

The purpose of this project is to support national efforts to strengthen the institutional framework for the prevention, early detection, control and eradication of Invasive Alien Species (IAS) and Potentially Invasive Alien Species (PIAS), emphasizing those that threaten environments aquatic species, and implement the National Action Plan of the NSCBD 2010-2020, in its strategic Line 5, which recognizes exotic species as one of the direct causes of the loss of biological diversity.

Evaluation of the project “Integrated Country Approach for boosting decent jobs for youth in the agrifood system” Phase III (2019–2023)

The evaluation highlights the project's strong alignment with national priorities and FAO objectives, effectively addressing the needs of youth organizations and rural youth. It successfully enhanced the capacity of youth in agrifood systems, including agricultural production, digital and financial literacy, and marketing. While progress was made in developing agricultural value chains, further improvement is needed by adopting a strategic market systems approach. The ICA project fostered multistakeholder engagement, strengthening sustainability through national collaboration. However, challenges remain, particularly in access to finance for young agripreneurs and the need for tailored interventions to support diverse youth needs. The evaluation recommends: i) Adopting a strategic market systems approach for sustained systemic change; ii) Continuing a holistic, multi-stakeholder approach to provide comprehensive support to youth; iii) Implementing a two-stage targeting strategy, starting with youth structures and then focusing on individuals, ensuring inclusion of vulnerable groups; iv) Developing an exit strategy that ensures long-term sustainability in countries not continuing in future project phases; v) Establishing a comprehensive results framework and monitoring system for all ICA country projects.

The FAOSTAT emissions database is composed of several data domains covering the categories of the IPCC Agriculture, Forestry and Other Land Use (AFOLU) sector of the national GHG inventory. Energy use in agriculture is additionally included as relevant to emissions from agriculture as an economic production sector under the ISIC A statistical classification, though recognizing that, in terms of IPCC, they are instead part of the Energy sector of the national GHG inventory. FAO emissions estimates are available over the period 1961–2018 for agriculture production processes from crop and livestock activities. Land use emissions and removals are generally available only for the period 1990–2019. This analytical brief focuses on overall trends over the period 2000–2018.

Mid-term evaluation of the project "Upscaling climate resilience measures in the dry corridor agroecosystems of El Salvador (RECLIMA)
    Project code: GCP/ELS/017/GCF

The evaluation found that RECLIMA continues to be strategically aligned to national priorities and responds to the adaptation and resilience needs of producers. However, some systemic limits to achieving the desired paradigm shift were identified due to the multi-causal complexity of the target populations’ vulnerability. The project made significant progress in operationalizing farmer field schools. The evaluation identified some challenges in areas of institutional coordination and communication with national partners, along with the need to continue strengthening the capacities of the various actors involved in project implementation. The project’s monitoring and evaluation system was found to generate information that is being used for timely decision-making. However, key challenges identified include addressing the increased information flow anticipated in the second half of the project, making relevant information more readily available to implementing partners, and including a specific monitoring and follow-up plan for restoration actions. The project took the necessary steps to comply with GCF and FAO social and environmental standards.
