    This survey guidance provides easy-to-follow guidelines for technical personnel of national plant protection organizations (NPPOs) to monitor Thaumatotibia leucotreta, a major plant pest commonly known as the false codling moth. Recognized as a priority pest by countries involved in the Africa Phytosanitary Programme (APP), an initiative of the International Plant Protection Convention, this pest affects over 50 plant species, such as peppers, citrus, cotton and avocado, and can thrive in marginal conditions. The guidance provides a protocol to aid in the monitoring, detection, sample collection and identification of Thaumatotibia leucotreta, ensuring effective phytosanitary decision-makingto manage the pest risk and protect trade in plants and plant products. This document includes visuals and guidance on recommended pest trapping and serves to complement the digital tools available to NPPO plant health inspectors through the APP mobile application and Geographic Information System (GIS) platforms. By using this survey protocol for regular pest monitoring, countries will strengthen their pest outbreak early warning systems, enhance their resilience against plant pests of regulatory, economic, and environmental concern, including Thaumatotibia leucotreta, and strengthen compliance with international phytosanitary standards.

    This survey guidance provides a protocol to aid in the monitoring, detection, sample collection, and diagnostics for Babuvirus banana bunchy top virus, ensuring effective phytosanitary decision-making to manage the pest risk and protect trade in plants and plant products. To simplify the identification of the pest, it also provides visuals. Babuvirus banana bunchy top virus is a priority pest among several countries in the IPPC's Africa Phytosanitary Programme (APP), which aims to enhance pest management across Africa by empowering technical personnel or phytosanitary officers in national plant protection organizations (NPPOs) to use science and digital technology. This survey guidance is intended to enhance NPPOs' surveillance of Babuvirus banana bunchy top virus and strengthen the resilience of national phytosanitary systems against plant pests of regulatory, economic and environmental concern, particularly Babuvirus banana bunchy top virus. It complements the digital tools available to NPPO plant health inspectors, through the APP mobile application and Geographic Information System (GIS) platform, for monitoring and data collection. Countries will use the survey data to support the export trade of pest-free crop commodities.

    Consistent and thorough monitoring and pest surveillance are essential for countries to determine the presence or absence of plant pests, particularly those that significantly affect food security, the environment, trade, and agricultural productivity. This field survey guidance provides easy-to-follow guidelines for technical personnel of national plant protection organizations (NPPOs), to survey Fusarium oxysporum f. sp. Cubense Tropical Race 4 (FOC TR4). FOC TR4 is a major pest threatening global banana production, can cause 100 percent yield loss on a farm, and is challenging and costly to manage. This document provides a protocol, with visuals, to aid in the monitoring, detection, sample collection, and diagnostics of FOC TR4, ensuring effective phytosanitary decision-making to manage the pest risk and protect trade in plants and plant products. The field survey guidance complements the digital tools available to NPPO plant health inspectors, through the Africa Phytosanitary Programme (APP) mobile application and Geographic Information System (GIS) platform.

    This guide describes the steps that national plant protection organizations (NPPOs) should follow when determining the status of a pest in an area, starting with identifying the pest and the area under consideration. It provides guidance on gathering and evaluating information, assessing sources of uncertainty, and how to use pest records and other relevant information to determine whether a pest is absent or present in the area and then to select the appropriate pest status category, as described in ISPM 8 (Determination of pest status in an area). This includes guidance on determining whether a pest is expected to establish in an area, and whether it is widely distributed or under official control. The guide describes the responsibilities of NPPOs when determining the status of pests within their territories, the requirements for national legislation to support actions relevant to pest status and how pest status determination fits within the international phytosanitary framework. It also describes how the outcomes of pest status determination may be used to support other key activities, such as preparing regulated pest lists, pest reporting, and securing or maintaining market access. Finally, the guide provides a number of case studies from around the world that highlight different aspects of the pest status determination process and how NPPOs deal with particular issues. By providing a deeper understanding of the process and the factors that should be considered when determining pest status, the guide aims to improve consistency in the processes used by NPPOs to make pest status determinations.

    The standard provides details for the conduct of pest risk analysis (PRA) to determine if pests are quarantine pests. It describes the integrated processes to be used for risk assessment as well as the selection of risk management options. It also includes details regarding the analysis of risks of plant pests to the environment and biological diversity, including those risks affecting uncultivated/unmanaged plants, wild flora, habitats and ecosystems contained in the PRA area. Some explanatory comments on the scope of the IPPC in regard to environmental risks are given in Annex 1. It includes guidance on evaluating potential phytosanitary risks to plants and plant products posed by LMOs. This guidance is intended to clarify issues related to the PRA for LMOs. Some explanatory comments on the scope of the IPPC in regard to PRA for LMOs are given in Annex 2. Specific guidance on conducting PRA for plants as quarantine pests is provided in Annex 4.
