Synopsis (short abstract) Managing fisheries involves making decisions that can impact ecosystems and significantly affect dependent communities. By actively participating in resource management processes, dependent communities can contribute their knowledge to the formulation and implementation of policies and regulations that lead to ecosystem conservation and the enhancement of their livelihoods.  The Food and Agriculture Organization of the United Nations (FAO) supports efforts where communities collaborate with authorities, scientists, NGOs and other stakeholders to sustainably manage their resources. Communities can take part in data collection and research, decision-making, implementing management measures such as closed areas and seasons, as well as monitoring exploited populations. Empowering communities throughout these processes ensures that stakeholders take ownership of the measures, leading to improved compliance and enforcement. In the Gulf of Guinea, FAO provided technical assistance to implement Ecosystem Approach to Fisheries-compliant fisheries management plans which involved the full participation of fishing communities. In Madagascar, FAO trained local fisheries in sustainable fishing practices. In Peru, FAO supported a first of its kind co-management agreement in the country.

    The CFI programme - a global partnership between FAO, UNDP, UNEP, Conservation International, the World Bank and the WWF - has developed three legacy Global Knowledge Products (GKPs) to consolidate experience and lessons learned and to make its successful approaches and tangible impacts sustainable beyond the end of its five-year cycle. This e-book is the first of the series. Within its overall objective of demonstrating holistic, ecosystem-based management and improved governance of small-scale coastal fisheries, the CFI has learned that co-management schemes that empower local communities – women as well as men - to act as stewards of their own resources can result in the sustainable use of fragile habitats such as mangrove forests in ways that can guarantee thriving livelihoods and conservation at the same time. This e-book describes the methodologies and results achieved by the CFI in Indonesia, Latin America (Ecuador, Peru) and West Africa (Cabo Verde, Côte d’Ivoire, Senegal), which can be adapted to local contexts anywhere in the world. It is aimed at national and international policymakers, practitioners and development agencies and is enriched with testimonies from beneficiaries across these geographies.

    The project Enhancing community resilience to climate change in mountain watersheds (GCP/GLO/042/JPN) is implemented by the Forestry Division (NFO) of the Food and Agriculture Organization of the United Nations (FAO) and funded by the Forestry Agency of the Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF). It aims to strengthen the capacities of institutions and communities in forest-based disaster risk reduction (DRR) in mountain watersheds and increase the resilience of local populations through sustainable agricultural value chains for improved livelihoods.The document presents the successful implementation of identified Eco DRR measures – including on-farm adaptation practices, capacity development and agricultural value chain development, undertaken collaboratively with country and global partners – and exemplifies the role of healthy ecosystems and the benefits of Eco DRR measures for mountain livelihoods and community resilience. This serves as a cornerstone for scaling up the impact of these initiatives in other mountain regions.

    "Participatory landing site development for artisanal fisheries” provides guidance on landing site development planning. This manual helps those working at artisanal fisheries landing sites to identify, collect and analyse information in a participatory way, and consequently to create and seek support for a development plan. It goes beyond simple data collection to explain how to write a project proposal and gives pointers on how to find funding, as well as technical and other support. In additi on to well-known participatory methods of data collection and analysis, the manual includes transects in the fisheries production chain. This unique tool was adapted from the agricultural transect walk. The material is based on a number of cases in West Africa but the principles are applicable worldwide.
