Synopsis (short abstract) On the occasion of International Rural Women’s Day, a new initiative for rural women empowerment – AL WARFA – was launched by the SRAD Programme through a joint effort between the Ministry of Environment, Water and Agriculture (MoEWA), REEF and FAO Saudi Arabia. The objective of the initiative is to accelerate rural women’s economic empowerment and strengthen their livelihood in the agrifood system by providing access to intensive capacity building and encouraging their participation and involvement in the local economy. Some training courses were designed explicitly and in depth based on the current concepts and best practices in various areas of women’s participation in rural agricultural development. The training focuses on four thematic areas including agricultural cooperatives, value addition, agribusiness management, and agricultural marketing. Principles of experiential and adult learning approaches were applied to ensure an interactive learning environment including interactive lectures, brainstorming, group discussion, video/documentary, role plays and individual reading. Forty-six women entrepreneurs with diverse educational backgrounds were the pioneer group partaking in these imperative rural women training courses in Saudi Arabia.

    This policy brief is part of a series to present evidence from the strategies and praxis of the UN Joint Programme on Rural Women’s Economic Empowerment (JP RWEE). Based on case studies, experiences and evaluations from the JP RWEE, it draws conclusions and makes recommendations for expanding sustainable development and climate change policies and programmes, particularly for climate-resilient agriculture, that simultaneously advance rural women’s economic empowerment and protect the planet. It aims to enable international, national and local stakeholders to formulate evidence-based policies and practices that build on JP RWEE achievements to date, and also to address challenges and gaps towards the effective promotion of gender equality in a rapidly changing climate.

    Across Europe and Central Asia, rural women are disproportionately represented in lower-paid and informal roles within the agricultural sector, often earning between 60 and 85 percent of what men receive for comparable work. Additionally, women hold ownership of fewer than 10 percent of registered agricultural enterprises. A similar gender gap exists in access to extension services, with women having significantly fewer opportunities to benefit from agricultural knowledge, resources and technologies. These disparities underscore the need to enhance support systems and create more inclusive opportunities, promoting greater economic empowerment and equality for rural women in agriculture. This project, funded under the FAO-Turkey Partnership Programme (FTPP) II and primarily implemented in Türkiye, with pilot activities in Tajikistan and Uzbekistan and broader regional engagement, aimed to enhance the socio-economic status of rural women by supporting gender-responsive agricultural and forestry policies and creating sustainable economic opportunities. It contributed to strengthening rural economies by promoting a more gender-responsive and socially inclusive policy environment and by equipping women with the technical knowledge and skills necessary to participate in key agricultural and forestry value chains.
