Afghanistan: Minimizing secondary impacts of COVID-19 on agricultural livelihoods of food insecure households through Anticipatory Action 2022

In early 2020, a scenario analysis on the expected secondary impacts of the COVID-19 pandemic in Afghanistan pointed to a potential disruption of agricultural livelihoods and a further deterioration in food security. Those impacts included restricted or constrained access to markets for agricultural inputs; reduced sales of live animals or livestock by-products; restrictions to transhumance and hence restricted access to fresh pastures for livestock. It was anticipated that households who were already food insecure, or on the border line, could resort to negative coping mechanisms. Thanks to the contribution of the German Federal Foreign Office, the Anticipatory Action window of the Food and Agriculture Organization of the United Nations' (FAO's) Special Fund for Emergency and Rehabilitation Activities (SFERA-AA) was activated in June 2020 to protect livelihoods and food security in rural areas. Acting early supported pastoralists and labourers in Afghanistan to mitigate negative secondary consequences of COVID-19 on food security.

    Curbing La Niña-induced drought

This study documents the outcome of Anticipatory Action initiatives implemented in January 2021 in Samangan Province, Afghanistan to reduce the impact of La Niña-induced drought on over 7 680 farmers and livestock owners. Initiatives included crop and livestock protection packages alongside cash interventions such as multipurpose cash assistance and cash for work. The interventions came at a critical time as 42 percent of the population in Afghanistan was already estimated to be experiencing acute food insecurity at Crisis or worse levels, and limited wheat harvests could exacerbate the situation. Drought was officially declared in the country on 22 June 2021. However, FAO managed to act six months earlier, showing the importance of predicting crises and providing pre-emptive support.

In this paper we focus specifically on differences in the welfare impacts of COVID-19 on rural livelihoods between countries using nationally representative data that we disaggregate by food system typology. This typology captures key structural differences in the organization of rural economies and the vulnerabilities to rural livelihoods due to the COVID-19 pandemic and associated lockdown measures. In particular, we draw on household survey data collected from 54 countries through the World Bank’s COVID-19 High Frequency Monitoring Dashboard to generate descriptive data on COVID-19 impacts in rural areas across three dimensions: income, coping strategies and food security. These descriptive data are disaggregated into four food system categories and contextualized and validated through a systematic review of rigorous, survey-based studies of COVID-19 impacts in rural areas. Through this analysis, the report provides insights on how COVID-19 is influencing rural livelihoods, how its impacts vary between countries and food system typologies, and, ultimately, how policymakers and the international community need to respond in order to foster an inclusive and sustainable recovery.
