Synopsis (short abstract) The FAO Participatory Disease Surveillance and Response Programme in Indonesia was evaluated between March and June 2009. A preliminary mission to Indonesia was carried out by PBEE in March, followed by the three week independent external evaluation mission in June. The evaluation team adopted a consultative approach, seeking opinions and feedback from a wide range of stakeholders at different stages of the evaluation process. A desk study was undertaken prior to the mission to review all releva nt information. Briefings were held with FAO staff in Rome and Bangkok prior to the June mission to Indonesia. The mission concluded with a briefing session for ECTAD FAOID and RAP followed by a stakeholders’ workshop.

This report describes an independent external evaluation of the Participatory Disease Surveillance and Response (PDSR) programme of the Food and Agriculture Organisation (FAO) of the United Nations in Indonesia, in the context of the broader response by FAO to the occurrence of Highly Pathogenic Avian Influenza (HPAI) in the country.

Following the Report of the Independent Evaluation of FAO's Participatory Disease Surveillance and Response Programme in Indonesia, and the subsequent Management Response of September 2009, the ECTAD Indonesia team undertook a number of activities to address and comply with the recommendations of the independent evaluation. Those activities included the following: Recruitment of an international management consultant to review the management structure for ECTAD - Indonesia. She visited Indonesia during Sep-Oct 2009, Nov-Dec 2009, March-April 2010, and June-July 2010 for this purpose. As a result of this assessment, the ECTAD-Indonesia organigram was revised to clarify lines of authority and responsibilities amongst staff and a pilot staff performance assessment system developed.
