Declaring an International Day for the Fight against IUU Fishing

Synopsis (short abstract) At its thirty-ninth session in 2015, the General Fisheries Commission for the Mediterranean of the FAO (GFCM) proposed that an initiative be launched to declare an International Day for the Fight against Illegal, Unreported and Unregulated Fishing. Following extensive consultations, a proposal has been submitted to the attention of the thirty-second session of FAO Committee of Fisheries (COFI). This initiative could not be timelier as the world’s first internationally binding instrument specific ally targeting IUU fishing, the FAO Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, has entered into force on 5 June 2016. Upon its approval by COFI, the proposal should be submitted to the FAO Council and subsequently to the FAO Conference in July 2017 for endorsement. Once it is adopted as a resolution, the FAO Director-General will approach the UN Secretary-General with a view to declaring an international day at the UN level and including it in the UN calendar of international days and observances.

    The 32nd Session of the Committee on Fisheries endorsed the proposal for the Declaration of the International Day for the Fight against Illegal, Unreported and Unregulated (IUU) Fishing, taking into account the entry into force, on 5 June 2016, of the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing adopted by FAO in 2009. The entry into force of this agreement marks an historical event, in that it is the first international legally-binding instrument specifically devoted to the fight against IUU fishing. Furthermore, the FAO is the custodian organization for many SDG indicators and is directly contributing to SDG 14 (Conserve and sustainably use the oceans, seas and marine resources for sustainable development). As this indicator vows, among others, to end IUU fishing, the FAO is expected to promote knowledge and raise awareness at all levels, including civil society and general public, on the threats posed by illegal, unreported and unregulated fishing to the conservation and sustainable use of fisheries.

    This document contains the report of the first meeting of the Ad Hoc Working Group (Part 6 Working Group) established by the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, held in Oslo, Norway, from 1 to 2 June 2017. The Part 6 Working Group discussed the main requirements and priorities of developing States in the implementation of the Agreement and recommended that support should consider legal and policy aspects, in stitutional set-up and capacity, and operations and procedures. It recognized that assistance should be tailored to accommodate the specific needs of countries and regions, and highlighted the importance of linking individual and institutional capacity building. The important support that existing regional fisheries management organization (RFMO) mechanisms can provide in delivering assistance to developing States Parties was recognized. The Part 6 Working Group agreed on draft Terms of Referenc e for the funding mechanisms to assist developing States Parties to be considered by the Parties at their next meeting. It was agreed that funding mechanisms shall include contribution schemes toward an Assistance Fund, including for projects in support of the implementation of the Agreement. The important linkage between activities supported by the Assistance Fund and FAO’s global capacity development programme in support of the Agreement and complementary instruments was emphasized.
