Synopsis (short abstract) FAO and its development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, the private sector, civil society, academia, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practice and associated technical guidance, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions. For the private sector this includes principles that can be used in formulating policies for trade, investment, employment and supply chain management when developing land and natural resources in partnership with governments and local communities so that projects are mutually beneficial and reduce risks when operating in unfamiliar areas where there is a lack of clarity. They can be used in corporate social responsibility and environmental, social and governance policies to enable the private sector to address more effectively issues concerning land and natural resources. The consultations on the proposed Voluntary Guidelines are an important part of the process of exploring what they should contain and building the necessary consensus for their eventual implementation. They bring together representative, multidisciplinary groups to assess regional and sector priorities and issues that should be considered when the Voluntary Guidelines are drafted. The private sector consultation was held in London and organized, hosted and co-sponsored by the Royal Institution of Chartered Surveyors. It was attended by 76 people from 22 countries, who brought a rich and extensive range of expertise derived from their experience in the private sector, the professions, public sector, civil society, research and academia in a wide range of countries and UN agencies.

By setting out principles and internationally accepted standards for responsible practices and with associated technical guidance, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions. The Asia regional consultat ion meeting on FAO Voluntary Guidelines on Responsible Governance of Tenure of Land and other Natural Resources was held in Hanoi in conjunction with the 7th FIG Regional Conference “Spatial Data Serving People: Land Governance and the Environment – Building the Capacity”. The meeting was co-sponsored by UN-Habitat and FIG, with local organizational support provided by the Vietnam Association of Geodesy, Cartography and Remote Sensing. It was attended by 50 people from 15 countries of the region (Bangladesh, Bhutan, Cambodia, China, India, Indonesia, Lao People’s Democratic Republic, Maldives, Malaysia, Mongolia, Nepal, Philippines, Sri Lanka, Thailand and Viet Nam) and some 20 academics, experts and others from outside the region. All brought a rich and extensive range of expertise derived from their experiences in the public sector, private sector, civil society and academia.

The regional consultation for Southern Africa was hosted by the Ministry of Lands and Resettlement of Nami bia and was opened by the Minister, the Hon. Alpheus !Naruseb. The consultation was co-sponsored by BMZ (Ministry for Economic Development, Germany) and FAO, with local organizational support provided by the Namibia Institute for Democracy. It was attended by 57 people from 11 countries (Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe) who brought a rich and extensive range of expertise derived from their experience in the public s ector, private sector, civil society and academia.

The consultation was cosponsored by the National Agency for Cadastre and Land Registration, Romania; GTZ (Gesellschaft für Technische Zusammenarbeit) and BMZ (Ministry for Economic Development), Germany; the World Bank and FAO. It was attended by 91 people from 28 countries and territories of the region who contributed their substantial knowledge and experience of the public sector, private sector, civil society and academia. Regional pa rticipants came from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, Finland, Georgia, Germany, Hungary, Italy, Kosovo, Latvia, Lithuania, The Former Yugoslav Republic of Macedonia, Moldova, Montenegro, Netherlands, Norway, Poland, Romania, Serbia, Slovakia, Slovenia, Spain, Switzerland and United Kingdom.
