    Free Prior and Informed Consent: An indigenous peoples’ right and a good practice for local communities 2016

    This Free, Prior and Informed Consent (FPIC) Manual is designed as a tool for project practitioners of a broad range of projects and programmes of any development organization, by providing information about the right to FPIC and how it can be implemented in six steps.

    In an FPIC process, the “how”, “when” and “with and by whom”, are as important as “what” is being proposed. For an FPIC process to be effective and result in consent or lack of it, the way in which the process is conducted is paramount. The time allocated for the discussions among the indigenous peoples, the cultural appropriateness of the way the information is conveyed, and the involvement of the whole community, including key groups like women, the elderly and the youth in the process, are all essential. A thorough and well carried FPIC process helps guarantee everyone’s right to self-determination, allowing them to participate in decisions that affect their lives.

    This FPIC Manual will ena ble field practitioners to incorporate FPIC into project and programmes’ design and implementation, ensuring that indigenous peoples’ rights are duly respected. FPIC can be considered the “gold standard” because it allows for the highest form of participation of local stakeholders in development projects.

    When the Millennium Development Goals (MDGs) were adopted in 2000, the international community made an unprecedented pledge to meet the needs of the world’s poor and to safeguard them against the threats of the twenty-first century.2 Leaders of 147 states reaffirmed the principles of poverty reduction, democratic governance, and human rights protection, which have been at the heart of the United Nations system since its creation after the Second World War. Today these princip les demand renewed effort as the disparities between the world’s poorest and wealthiest are increasing, and poor people’s livelihoods are becoming evermore vulnerable to new socio-economic and environmental challenges.

    FAO Policy on Indigenous and Tribal Peoples 2015
    Consistent with its mandate to pursue a world free from hunger and malnutrition, the following “FAO Policy on Indigenous and Tribal Peoples” has been formulated so as to ensure that FAO will make all due efforts to respect, include and promote indigenous issues in relevant work. In so doing, it joins the international community’s increasing mobilization in favour of the rights and concerns of indigenous peoples, most of whom suffer disproportionately from multiple adversities such as discriminat ion, poverty, ill health, political under-representation, and environmental and cultural degradation. Although much attention is focused on the challenges that indigenous peoples face, it is equally important to remember the specialized knowledge and ingenuity which often characterize indigenous livelihood practices. As an organization which specializes in rural poverty reduction and food security, it is imperative for FAO to consider indigenous peoples as fundamental stakeholders and partners i n development.

    FAO Policy on Gender Equality 2020–2030 2020
    Gender equality is essential to achieve FAO’s mandate of a world free from hunger, malnutrition, and poverty. The Organization recognizes that persisting inequalities between women and men are a major obstacle to agriculture and rural development and that eliminating these disparities is essential to building sustainable and inclusive food systems and resilient and peaceful societies. In alignment with the priorities set by the international agenda, the FAO gender equality policy, first endorsed in 2012, provides the Organization with a corporate framework to orient its technical and normative work towards clear gender equality objectives relevant to its mandate. The Policy recognizes that a gender-responsive organizational environment is necessary to achieve progress towards these objectives. It, therefore, includes a set of minimum standards for gender mainstreaming to ensure that gender dimensions are adequately addressed in all organizational functions, from results-based management to staff learning and evidence generation. Recognizing that all staff has a role to play in advancing gender equality and women’s empowerment, the Policy establishes a shared accountability framework that clearly outlines responsibilities for its implementation across the Organization. The revised Policy, which will be implemented over the next ten years, is a solid instrument to drive FAO’s efforts towards addressing the inequalities that are still pervasive in agriculture and food systems and to unleash the ambitions and potential of rural women and girls. An overview of women’s role in agriculture and the main constraints they face as a result of gender-based discrimination is presented in the Rationale section of this Policy, to clearly position FAO’s commitment to promote gender equality as an integral part of its mandate and contribution towards the implementation of the 2030 Agenda and the SDGs.

    The Nations accepting this Constitution, being determined to promote the common welfare by furthering separate and collective action on their part for the purpose of: raising levels of nutrition and standards of living of the peoples under their respective jurisdictions; securing improvements in the efficiency of the production and distribution of all food and agricultural products; bettering the condition of rural populations; and thus contributing towards an expanding world economy and ensuring humanity's freedom from hunger; hereby establish the Food and Agriculture Organization of the United Nations, hereinafter referred to as the "Organization", through which the Members will report to one another on the measures taken and the progress achieved in the field of action set forth above.
