Synopsis (short abstract) The Syrian conflict 2011 to date) has had a major impact on the social fabric of the country, the major economic sectors and the livelihoods of Syrian people, including the agriculture sector and rural livelihoods that depend on agriculture The conflict has also driven large numbers of young people, including technical experts and technicians across many disciplines, to emigrate, creating a devastating impact on the technical institutions that will be the key to the eventual reconstruction of the country and relaunch of the economy In the agriculture sector, for example, the government run Organization for Seed Multiplication technical facility based in Aleppo has lost 60 of 110 staff with a Master’s degree or above Similar situations can be found at all levels, and across a number of subsectors and industries It is likely that skills shortages will be a major constraint to the recovery of the post conflict economy One priority identified by the government is the need to restore agricultural technical education This has three levels agricultural technical schools providing targeted secondary education on technical subjects relating to agriculture agricultural diplomas (two years of post secondary education) and agricultural degrees (five years at university level) Agricultural technical schools, targeting those aged from 15 to 18 will be key to rebuilding the cadre of agricultural technicians, who are the backbone of the agricultural vocational services food production and processing.

    In the Syrian Arab Republic, efforts have been made in recent years to support the collection of agricultural data and the calculation of related statistics for the formulation of evidence based agriculture strategies, policies and programmes That said, further interventions are required to achieve certain priorities, including an improvement of the quality of agriculture planning and the strengthening of collaboration between the statistical and planning units of different government institutions Through a combination of capacity building and the provision of equipment, the project aimed to contribute towards the achievement of the above mentioned priorities, which are expected to improve the livelihoods of Syrian farmers and ultimately support sustainable development and food and nutrition security in the country.

    Agriculture is a key sector of the national economy of Ukraine, accounting for approximately one sixth of Gross Domestic product (GDP). The country became a member of the World Trade Organization (WTO) in 2008, and signed the Association Agreement with the European Union (EU) at the end of 2014. This has led to new export opportunities in the agricultural and food processing sectors. At the same time, new policy approaches, instruments and institutions are needed to support further growth, as well as reforms to make these sectors more effective and competitive. Against this background, the Ministry of Agrarian Policy and Food of Ukraine (MAPF) prepared the Strategy for Agriculture and Rural Development 2015-2020. The overall objective of the strategy was to increase the competitiveness of the agricultural and food sectors and trade, and to promote rural development in a sustainable manner, in line with EU legislation and international standards. The Government of Ukraine requested that FAO provide technical assistance and policy support for MAPF in the implementation of the strategy in the following principal areas: i) land reform; ii) agrifood-chain development; and iii) improved access to internationalmarkets.

    Given the young populations and agro based economies of Angola, Eswatini and Zimbabwe, the development of the countries’ agrifood systems is at the heart of any strategy aiming to provide employment and entrepreneurship opportunities for young people in both rural and urban areas In Angola, where 90 percent of the population is employed by the agriculture sector and food imports cost an annual USD 2 5 billion, the Government is seeking support to diversify its economy and reduce food imports The National Development Plan 2018 2022 calls for diversification of the economy, increased public and private investment in agriculture and the agribusiness sector, and value chain development inclusive of smallholder farmers.
