    The Integrated Food Security Phase Classification (IPC) is a set of standard protocols for the analysis of the food security situation in a country’s regions, based on available data (surveys, statistics, studies). The main output is a map showing the different phases of food security and the number of food insecure people in the various regions/zones of a country. The phases and population numbers are based on a consensus among the various partners members of the IPC technical working group at country level. The purpose of the IPC is to promote effective policies and responses to food insecurity and malnutrition by providing decision makers with timely, reliable and accessible information. The final evaluation of the IPC Global Strategic Programme (GSP, 2014-2018) focused mainly on the utilization and utility of the IPC (who is using it and for what?) and its institutionalization (ownership and sustainability of the IPC). It is mainly used for decisions about humanitarian funding – globally and within countries, and for targeting. While the GSP can be credited with a number of major achievements in the last phase, it will need to prioritize strategically to meet the growing demands of the IPC.

    This report presents the results of the evaluation of the second phase of the Integrated Food Security Phase Classification (IPC) Global Strategic Programme (GSP). The evaluation reviewed the strategic direction and performance of the programme from 2019 to 2022 and makes a series of recommendations for the future strategic direction of the GSP in its next phase, which will begin in 2023. The report explores the use and utility of the IPC, its governance, the adaptive capacity within the programme, and how equity and gender are addressed in IPC analyses.

    Within the cross-cutting field of food security analysis there are increasingly strong calls for improved analysis. These include: the greater comparability of results from one place to another, increased rigour, greater transparency of evidence to support findings, increased relevance to strategic decision making, and stronger linkages between information and action. Central to meeting these challenges is the development of a classification system that is generic enough to be utilized in a v ast array of food security situations, disaster types, and livelihood systems; simple enough to be practical in the field and understood by multiple stakeholders; and rigorous enough to meet international standards. Interest and support for the Integrated Food Security Phase Classification (IPC) as a common classification framework for food security situation analysis continues to gain momentum among a wide variety of organizations, international agencies, national governments, NGO’s, etc. This IPC Technical Manual Version 1.1 is a revised and updated version of the original IPC Manual Version 1 issued in 2006. Version 1.1 introduces priority revisions and clarifies key concepts arising from extensive field testing and interagency technical consultations.
