Synopsis (short abstract) The International Plant Protection Convention (IPPC) Strategic Framework 2020-2030 sets out eight development agenda items to achieve its objectives. This brochure will support resource mobilization for IPPC's work in establishing a network of diagnostic laboratory services to help countries identify pests in a more reliable and timely manner. A laboratory network that provides reliable and timely diagnosis will help build the capacity of NPPOs to detect and identify pests. This will allow NPPOs to establish technically justified phytosanitary measures, facilitate safe trade, and respond to pest outbreaks more quickly.

    The International Plant Protection Convention (IPPC) sets forth in its Strategic Framework 2020-2030, eight development agenda items to achieve its objectives. These agenda items are in various stages of implementation and include 1) harmonization of electronic data exchange; 2) commodity- and pathway-specific International Standards for Phytosanitary Measures (ISPMs); 3) management of e-commerce and postal and courier pathways; 4) developing guidance on the use of third-party entities; 5) strengthening Pest Outbreak Alert and Response Systems (POARS); 6) assessment and management of climate-change impacts on plant health; 7) global phytosanitary research coordination; and 8) diagnostic laboratory networking. Funding for these agenda items are needed to jumpstart or sustain ongoing work. This brochure serves to inform and engage current and potential donors to invest in IPPC's work through these eight development agenda items.

    Establishing global phytosanitary research coordination 2024

    The 17th session of the Commission on Phytosanitary Measures approved in 2023 the establishment of a global phytosanitary research coordination mechanism. This will allow regular identification of common plant health research priorities, to eliminate duplication of research activities and to facilitate the efficient use of financial and human resources.

    The International Plant Protection Convention (IPPC) sets forth in its Strategic Framework 2020-2030, eight development agenda items to achieve its objectives. One of these agenda items is authorizing third-party entities to undertake phytosanitary actions to help national plant protection organizations (NPPOs) effectively allocate resources, deliver phytosanitary activities in an efficient and timely manner, share costs and responsibilities, and implement systems approaches to support market access. The IPPC community is working towards developing guidance for NPPOs through the International Standards for Phytosanitary Measures - ISPM 45: Requirements for national plant protection organizations if authorizing entities to perform phytosanitary actions. This brochure will support resource mobilization for IPPC's work in developing guidance for ISPM 45. The IPPC is a multilateral treaty established to protect the world’s plants, agricultural products and natural resources from plant pests. Established in 1951, IPPC is ratified by 185 countries.
