    In 2012, the UN Secretary-General launched the global Zero Hunger Challenge. This was followed in 2013 by the launch of the Asia-Pacific region’s Zero Hunger Challenge on 29 April 2013 by the UN Deputy Secretary-General and the Executive Secretary of UNESCAP with the participation of Ministers and senior officials of UN Member States in the region, including Prime Minister Kay Rala Xanana Gusmão of Timor-Leste. The National Action Plan for a Hunger and Malnutrition Free Timor-Leste (known by its Tetum acronym PAN-HAM-TIL) was launched in Dili on July 20 2014.     This country profile describes the state of the water resources and water use, as well as the state of agricultural water management in Timor-Leste. The aim of this report is to describe the particularities of the country and the problems met in the development of the water resources, and irrigation in particular. Irrigation trends, existing policies and legislation to water use in agriculture, possible treaties and agreements between countries as well as prospects for water management in agriculture are presented, as described in literature. The AQUASTAT country profiles are based on the information available at the time they have been written or updated, generally every five to ten years. For the most recent reliable country data, reference is made to the AQUASTAT main database.

    Much of Timor-Leste’s economic infrastructure became severely damaged after decades of conflict. This has negatively impacted many of the country’s essential services such as healthcare, agriculture and education. FAO intervened in support of small-scale family farming with a programme focused on a set of much needed policy formulations and revisions, agriculture data and information generation, climate-resilience farming and ecosystem-based natural resource management. The market-oriented and value chain initiatives led by most development partners had mixed results. FAO can leverage its comparative strength to consolidate the lessons learned from previous initiatives to identify what worked, how and for whom. FAO can include a rural economic focus to explore equitable opportunities for engaging rural youth in agriculture and the general economics of agriculture. The challenge remains that the fundamental drivers of malnutrition are inherently complex and multifaceted. The CPE found that the FAO-EU FIRST programme managed, in less than two years, to revamp KONSSANTIL’s stewardship functions and regain an active role in mainstreaming actions to address food and nutrition security.

The document presents a description of the structure of the rural environment, demography, the supply of goods and services, the main inequalities, levels of poverty, importance and role of family agriculture and other economic activities (diversification), the main features of rural society and the presence of the private sector. It will also discuss trends in migration and other social or economic processes relevant to the description of the rural situation. The text will also discuss the importance of rural development in achieving the SDGs by identifying the current situation and the extent of change required to meet the SDGs.

    This update focuses on trends in trade flows for the major product groups and most important traders using the most recently available data. Data is sourced from the relevant trade statistics agency of the respective reporting country or territory. Due to differences in reporting lag, global level data will exclude any trade that had not been reported by the relevant reporting body as of the last month specified for year-to-date aggregation. Product groups are aggregated at the 6-digit Harmonized System (HS) level and will exclude any trade that is reported under other 6-digit HS codes whose commodity descriptions are insufficiently specific.
