Synopsis (short abstract) The Office of Evaluation of the Food and Agriculture Organization of the United Nations (FAO) will conduct an evaluation of FAO’s Strategic Objective 3 (SO3): Reduce Rural Poverty1 in 2016. FAO’s support to rural poverty reduction was first included as a specific objective in the revised Strategic Framework 2010-2019 of June 2013. Prior to that, FAO’s work in rural development was included in at least five of the eleven former Strategic Objectives (e.g. B, E, F, K, L)2 The revised Strategic Fram ework was conceived with the intention of focussing on fewer and more joined-up streams of work while enhancing multi-disciplinarity and synergies across the new Strategic Objectives.

This report outlines the main findings and conclusions from an evaluation of FAO’s contribution to reducing rural poverty (SO3) through the Strategic Programme 3 (SP3). SO3 is one of the five Strategic Objectives approved at the 38th FAO Conference session (June 2013), as part of the Revised Strategic Framework 2010-19.

This thematic assessment is an input to the evaluation of Strategic Objective 3 (SO3): Reducing Rural Poverty. The main purpose is to examine progress in the implementation of FAO’s support to achieving the social protection outcome of SO3. The report does not represent a full in-depth evaluation of social protection work in FAO, but is intended to provide evidence and raise some key issues to feed into the wider evaluation of SO3.

The Food and Agriculture Organization of the United Nations (FAO) Office of Evaluation was asked to conduct an evaluation of Strategic Objective 3 (SO3) “Reduce Rural Poverty”1 during the period of 2016-17. This evaluation assessed FAO’s contributions to rural poverty reduction, and identified lessons learned, gaps and best practices that could enhance the FAO’s poverty reductionefforts. Theevaluationbeganwithanevaluabilityassessmentinearly2016, followed by a comprehensive evaluation carried out in the second part of 2016.
