No results found.This report describes the process, achievements and learnings of a subproject which set out to develop a model for enabling integrated development in selected fishing communities in the Ranong Province of Thailand. While actually providing the services, it was intended to learn simultaneously about the approaches and methods of fisheries extension services that target small-scale fisherfolk communities in coastal provinces. The subproject was conceptualized late in 1985, towards the end of the f irst phase of the Bay of Bengal Programme (BOBP), and was to be implemented during the second phase of BOBP which started in 1987. Several preparatory exercises were undertaken during 1985 and 1986 and the implementation of the project initiated late in 1986. The subproject undertook several activities, including technology transfer in the areas of aquaculture and capture fisheries, it provided credit through revolving funds for various fisheries and nonfisheries activities, it promoted ski ll development among women in the hope of enhancing their incomes, it facilitated access to health education and healthcare in remote villages, it helped in the provision of nonformal education, and it enabled fishing communities to gain access to community development programmes of the Government. It even helped some of the villages to create some infrastructure. It finally spent time on trying to extract the learnings from its work and on sharing this learning with the Department of Fisheries (DOF). The Department of Fisheries of Thailand was responsible for the execution of the subproject, and it did so with the cooperation of the government departments responsible for healthcare, non-formal education, cooperatives and community development. The BOBP provided technical assistance, support for some additional staff, training, equipment, credit and monitoring. -

No results found.This report describes an in-service training programme for marine fishery extension officers of Orissa, India, carried out between March 1982 and July 1983. The programme dealt with major areas of fisheries extension work - social, economic, technical - and covered three “modules” - credit for fisherfolk, community development, small-scale fishing gear and methods. For each module, the training programme consisted of a preliminary survey to collect information; a training course to assess option s for action; field assignments to plan a pilot project; field workshops; and a final seminar. The pilot project was then implemented. The in-service programme improved the knowledge and the capabilities of extension officers. A major gain was that it led to two independent development projects - credit for fisherfolk and non-formal education for fisherfolk children. These projects are being reported separately in BOBP/REP/32 and BOBP/REP/33 respectively. The in-service training prog ramme was conducted by the small-scale fisheries project of the Bay of Bengal Programme (BOBP) in cooperation with the Directorate of Fisheries, Orissa. The 15 extension officers participated energetically in the programme at every stage. Various government agencies of Orissa – in fisheries, finance and education - offered excellent cooperation. -

No results found.The main objectives of the existing fisheries extension services in the Bay of Bengal region include increasing fish production, promoting fish culture, improving the socio-economic status of fisher-folk, introducing new habits and attitudes among them. To promote these objectives, extension services in the region undertake many activities : they support programmes for mechanization of fishing craft, hold audiovisual demonstrations, publish literature, conduct training programmes, help organize cooperative societies and provide welfare facilities. In some areas they are also involved in compiling statistics and collecting revenue. Problems faced by the extension service include financial constraints, very poor transport facilities, absence of a satisfactory monitoring mechanism, resistance to change on the part of, fishermen. The work plan of an extension service should be based on a country’s development objectives. If high employment is desired, the service should concentrate on artisanal fisheries and seek high community participation with a low technology and capital input. If higher production is the main objective, the extension service should opt to strengthen productivity through improved small-scale or industrial fisheries.
