Synopsis (short abstract) A workshop for Trainers was organised at the FAO headquarters in Rome from 16 to 20 February 2009 under the EAF-Nansen project ¿Strengthening the Knowledge Base for and Implementing an Ecosystem Approach to Marine Fisheries in Developing Countries¿. It was attended by experts from the four operational regions of the EAF-Nansen project in Africa and one FAO EAF project in Europe. Jorge Csirke, Director of the FAO Fisheries and Aquaculture Management Division, noted that the workshop i s one of the most important activities within the capacity building component of the EAF-Nansen project and that the participants are expected to be involved in national and regional activities under the EAF-Nansen project. The training covered fundamentals of the ecosystem approach to fisheries management (EAF), ecological risk assessment methodology and the development and review of fisheries management plans. Participants were also introduced to workshop facilitation. Practical ex ercises were undertaken in working groups. It was noted that although there are several opportunities for the management of fisheries in Africa in line with the ecosystem approach, the major challenges include getting political and management buy-in, recognising that EAF is not just a scientific exercise and the lack of institutional integration and adequate resources for fisheries management. The Participants noted that the training had prepared them for the task expected of them but admitted that the practice looked a bit scary and that it would be better to organise another meeting where real issues are presented and the problems tackled. The aspects of the course on how to interact with stakeholders was singled out as extremely good so was the ecological risk assessment methodology although it was thought that a better appreciation of the latter would require a dedicated extended course.

    The first EAF-Nansen project Annual Forum was held at FAO headquarters in Rome, on 16 December 2008 under the theme: The Ecosystem Approach to Fisheries – Opportunities for Africa. It was attended by 35 persons made up of national experts, representatives of partner projects, the Institute of Marine Research in Norway, Norad and FAO. The agenda was made up of presentations on the EAF-Nansen project, results of some of the project activities and case studies. The Annual Forum is for progress reporting, dissemination of experiences, identification of best practices and discussion of strategies. The objectives of the 2008 Forum were to provide the platform to exchange views on the EAF-Nansen project implementation and on proposals for future collaborative activities that will speed up understanding and uptake of the principles of EAF and most importantly its implementation to ensure more effective management of fishery resources in Africa. The keynote presentation on Global Pers pective and Applicability of EAF in Africa made reference to the World Bank/FAO report entitled “The Sunken Billions: The Economic Justification for Fisheries Reformâ€Â and highlighted the need for change in fisheries management that involves improving human well-being and equity, applying the precautionary approach, developing adaptive management systems, ensuring compatibility of management measures and broadening stakeholder participation among others. Other presentations were on the ecos ystem surveys conducted by the R/V DR. FRIDTJOF NANSEN in African waters and some of the results obtained, legal aspects of EAF and the development of a Communication Strategy and the GIS component for the EAF-Nansen project. The case studies were from Norway, Australia, Mozambique and the EAF pilot project in the Benguela Current Large Marine Ecosystem area involving Angola, Namibia and South Africa. The opportunities that the EAF-Nansen project offers as building blocks to putting EAF into p ractice were outlined. There was an observation that the human dimension aspects of the EAF-Nansen project are relatively weak and the need for greater involvement of economists in the project was highlighted. It was suggested that political support is required to realize the benefits to be gained from implementation of the new management approach.

    Minutes of the MEETING OF THE EAF–NANSEN PROJECT REGIONAL STEERING COMMITTEE FOR THE BENGUELA CURRENT COMMISSION AREA. Windhoek, Namibia, 29 September 2009 2010

    The first meeting of the EAF-Nansen project Regional Steering Committee for the Benguela Current Commission (BCC) area was held at the UNDP offices in Windhoek, Namibia on 29th September 2009. The meeting was attended by representatives from South Africa, Namibia, Angola and also the BCC, FAO and IMR (Institute of Marine Research, Bergen). Namibia and Angola were elected chair and vice Chair respectively. Moses Maurihungirire Director, Resource Management of the Ministry of Fisheries a nd Marine Resources of Namibia chaired the meeting; he was assisted by Kumbi Nsingui Kilongo of the National Institute of Fisheries Research of Angola. The meeting was started with an overview of the EAF-Nansen project by the Project Coordinator who also elaborated on the basic principles of the ecosystem approach to fisheries (EAF). Activities and achievements under each component of the project were presented and discussed. Also presented were the project management structure, ecos ystem survey activities under the project, the mid-tern review of the EAF-Nansen project and the work plan for 2010. Special mention was made of the three projects that the EAF-Nansen project will be implementing with the BCC. On the last issue it was noted that considering the proposed budgets of the projects and the provision made by the BCC Ecosystem Advisory Committee, cost sharing or co-financing will be necessary for successful implementation of the EAF-Nansen/BCC projects. T he recommendations compiled in the course of the meeting were discussed and adopted by the members.

    The first meeting of the EAF-Nansen project Regional Steering Committee for the South West Indian Ocean Fisheries Commission (SWIOFC) area was held at the Sai Rock Hotel in Mombasa, Kenya on 26th September 2009. The meeting was attended by representatives from Comoros, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, and the United Republic of Tanzania. Representatives of the African Union Strategic Partnership for the Fisheries Investment Fund, the Agulhas and Somali Cu rrent Large Marine Ecosystem (ASCLME) project, the UNEP/Nairobi Convention secretariat, and the South West Indian Ocean Fisheries Project (SWIOFP) also attended the meeting. Dr. Hussain Rasheed Hassan, Minister of State for Fisheries and Agriculture of the Republic of Maldives was elected Chair. In an introductory statement, the Secretary of SWIOFC reminded participants that the decision taken by the Commission to adopt the EAF-Nansen Regional Steering Committee and Regional Task Gro up as subsidiary bodies of the Commission is in response to proposals made by the SWIOFC Scientific Committee at its third Session held in Maputo, Mozambique in September 2008. The meeting was started with an overview of the EAF-Nansen project by the Project Coordinator who also elaborated on the basic principles of the ecosystem approach to fisheries (EAF). Activities and achievements under each component of the project were presented and discussed. Also presented were the project m anagement structure, ecosystem survey activities under the project, the mid-tern review of the EAF-Nansen project and the work plan for 2010. The recommendations compiled in the course of the meeting were discussed and adopted by the Committee.
