Synopsis (short abstract) This report presents the findings of the mid-term evaluation (MTE) of GCP/GLO/395/EC “EU FAO Forest Law Enforcement and Governance Trade (FLEGT) Programme”. The overall goal of the evaluation is to identify the contribution of the FAO FLEGT programme to the implementation of the EU FLEGT Action Plan. The programme was assessed using the standard, internationally accepted evaluation criteria of relevance, efficiency, effectiveness, impact, and sustainability. The evaluation was conducted between October 2014 and February 2015 with fieldwork undertaken in Ghana, Uganda, Cameroon, Belize, Guatemala, Honduras, Vietnam and Thailand. The evaluation methodology included literature review, expert interviews, focal-group discussions as well as an online survey sent to all former and current grantees from both phases of support.
