Synopsis (short abstract) In order for Codex Alimentarius Members to share information on the results of Genetically Modified (GM) food safety assessments, the Food and Agriculture Organization of the United Nations (FAO) maintains an online database entitled “FAO GM Foods Platform”. Upon requests from several Members, a global community meeting of the FAO GM Foods Platform was organized from 10 to 13 September 2019 in Bangkok, Thailand. Ninety-nine people from 73 different Platform community members participated in the meeting. This report describes the key points of discussions that took place during the three and a half days of the meeting; these include, but are not limited to, clear benefits of data sharing, and good practices in the process of sharing and utilizing the shared data. While the main purpose of the Platform is to simply share the relevant official data globally, the community of the Platform was recognized as a great value, providing an opportunity for all focal points of the Platform to be able to directly communicate and learn from each other on technical issues around GM food safety assessments, and more importantly, to develop mutual trust among the community members from different countries. The Platform itself has become a model for an effective community of practice, resulting in many collaborative and successful joint activities, including bilateral and multilateral capacity development actions. At the end of the meeting, participants had the opportunity to network through the World Café to identify concrete steps for follow-up actions at the national and regional level.

In order for Members of Codex Alimentarius (Codex, 2019a) to share information on Codex-aligned Genetically Modified (GM) food safety assessment, the Food and Agriculture Organization of the United Nations (FAO) maintains an online database entitled “FAO GM Foods Platform”. As of September 2019, 172 Codex Members out of 189 (91 percent) officially designated national focal points to the Platform to participate, however, only 28 percent have been able to share the results of their own GM food safety assessments. Most of the remaining Members still struggle to conduct the assessment, mainly due to technical and institutional capacity and/ or situational issues. This document aims to assist such focal points, particularly those in developing nations, as the document illustrates various Platform community members’ situations regarding the required knowledge and expertise, desired institutional set-ups, and effective communication mechanism. Some of the good practices are highlighted. The document serves as a fundamental basis for many key discussions to be held during the Global Community Meeting on the FAO GM Foods Platform to be held in Bangkok, Thailand from 10 to 13 September 2019. Together with the physical meeting, the paper provides a unique opportunity for both experienced and less experienced Codex Members to understand the challenges that many countries face, and the opportunity to improve current situations. The annex of the document provides the contact information of all Platform community members, which is an invaluable resource for many focal points to establish technical networks and the community of practice together.

On 6 July 2015, a side event to the 38th Session of the Codex Alimentarius Commission (CAC) entitled “FAO GM Foods Platform: recent progress and future directions” was organized at the Centre International de Conférences Geneva, Switzerland. A total of 113 delegates from 49 countries attended the event. This side event provided an opportunity to understand the challenges that Member countries are facing in conducting safety assessment of GM foods. In order to respond to the Codex Members’ needs, FAO would consider providing opportunities for countries to exchange information on emerging issues relevant to the safety assessment of GM foods. As many participants suggested, it is important to strengthen and maintain the fully-populated, value-added and interactive Platform. This calls upon FAO to continue its effort in maintaining and enhancing the Platform and its community.

After a number of Platform members globally requested FAO to host an interactive and face-to-face forum for the members to strengthen technical dialogues and discussions on the issues of their limited experience in conducting a GM food safety assessment and regulatory capacity, a global community meeting of the FAO GM Foods Platform was organized from 10 to 13 September 2019 in Bangkok, Thailand. These are the technical presentations made during the global meeting by focal/alternative focal points to the Platform, invited experts and meeting organizers during the meeting.
