    The background for conducting country studies on the challenges, needs and constraints of smallholders and family farms in seven countries has been a wish to further strengthen the Regional Initiative and develop the initiative towards a stronger programmatic approach at both the regional and country levels. To provide support to smallholders and family farms, there has been a need to develop a better understanding and knowledge platform of the main challenges, needs and constraints of smallholders and family farms in the specific country context. Even though many of the challenges are the same throughout the region, there are still significant variations among the countries; it is important to recognize and understand these variations when designing support to smallholders and family farms in each specific country. It has been the objectives of the country studies first to analyze the development trend and current state of smallholders and family farms in the specific country, second to study the current political priorities and policies affecting smallholders and family farms, and finally, based on the conclusions made, to provide recommendations, mainly at the policy level, on how to further support the development of commercial family farms and at the same time ensure in general inclusive growth, improved rural livelihood for women and men and the reduction of rural poverty for all. It is hoped that each country study will not only be relevant for FAO but also for governments, donors and other international organizations when formulating policy and preparing programmes.

    This Country Programming Framework (CPF) sets out two Government priority areas to guide the FAO support and partnership with the Government – bringing together the international innovative best practices and global standards with national and regional expertise from 2019 to 2021. The CPF was prepared following a wide consultation and agreement process, particularly with the Ministry of Agriculture and Rural Development (MARD), the Ministry of Tourism and Environment (MTE), other public authorities, and the development partners. The CPF development process also involved consultations with representatives of non-governmental organizations and farmers’ associations, the United Nations Resident Coordinator, the UN Country Team, the European Union Delegation in Albania, the German Corporation for International Cooperation (GIZ), the Italian Agency for Development Cooperation, and other donors active in the sector.

    The Office of the Chief Statistician (OCS) conducted the Statistical Capacity Assessment for the FAO-relevant SDG indicators in early 2019 to provide insights about member countries' national statistical systems in regard to their capacity to monitor and report the 21 SDG indicators under FAO custodianship. The survey collected information on the national coordination mechanisms for the SDG reporting, current data availability and plans for filling data gaps, and needs for technical assistance. The respondents were mainly the National Coordinators for SDG Monitoring or the SDG focal points nominated by the Directors General of National Statistics Offices. The results will assist FAO-HQ and decentralized offices in designing targeted interventions and mobilizing resources to support countries in collecting, analyzing and using the SDG indicators in decision-making.
