    This paper summarizes the findings of the Working Group II contributions to the International Panel on Climate Change’s Sixth Assessment Report which runs into over 3 000 pages, focusing on the assessment’s conclusions and their effect on agrifood systems. The Assessment Reports of the International Panel on Climate Change (IPCC) are important as they provide policy makers with state of knowledge assessments on climate change, its implications, and potential future risks. These assessments also put forward adaptation and mitigation options.

    This Monitoring and Evaluation (M&E) Plan is prepared for the project “Strengthening Agro-climatic Monitoring and Information Systems (SAMIS) to improve adaptation to climate change and food security in Lao PDR”. The project is funded by the Global Environmental Facility (GEF) under its Least Developed Country Fund (LDCF). The M&E Plan covers monitoring of project performance and evaluation of project impacts. Monitoring is used for performance evaluation through assessing success of the project in achieving its time bound targets and objectives whereas the project impacts evaluation is done through the data generated from project studies and analysis as well as baseline survey, midterm survey and end of the project evaluation. Both project performance and impact evaluation will contribute to improve decision making and management, for keeping the project on track towards achieving the outcomes and objectives and by integrating lessons learnt into planning.

    The global community has committed to responding to climate change while ensuring decent livelihoods and healthy food for everyone, keeping within planetary boundaries. Transforming agrifood systems is essential to meeting these challenges, with climate response being an intrinsic element. The need for more resilient systems that can sustain increasing demands in a setting of tightening constraints is evident. Resilience must be generated across environmental, social and economic domains, all the while maintaining the economic viability of agrifood systems to ensure that transition occurs in a just and fair manner. Climate technologies are a key enabler to support climate action and the sustainable transition of agrifood systems.The report highlights the needs for robust technology assessments to underpin climate technology identification for agrifood systems transformation that addresses all stages of agrifood value chains. This needs to be supported by capacity-building programmes, targeted financing and fed into the ongoing climate policy process. The capacity-building strategy and efforts are to be tied to the technology assessments, and identify suitable and correct skill sets, especially for smallholders and vulnerable segments of the population.
