Synopsis (short abstract) The Forest Carbon Partnership Facility (FCPF) of the World Bank has been supporting the Federal Government of Nigeria (FGN) to develop its REDD+ readiness mechanism and part of the funds were allocated to undertake a “low intensity” forest carbon inventory in Nigeria within the Technical Assistance (TA) Agreement (UTF/NIR/066/NIR) which was signed between the Government and the Food and Agriculture Organization of the United Nations (FAO). An inventory design was developed, including a field operations manual, and field training was carried out to build the capacity of technical forestry staff on field data collection, database development, and data analysis. The sampling design used was a stratified random cluster sampling, using the main ecological zones as strata. The sampling unit was a cluster composed of three square nested plots of 35 m x 35 m; placed in an L-shape arrangement at 100 m apart.

    This manual was prepared within the framework of a technical assistance (TA) agreement entitled “Forest Resources Inventory and Establishment of a forest reference level for REDD+ in Nigeria (UTF /NIR/066/NIR (644170)”, to support the implementation of national forest inventory (NFI) in Nigeria. An NFI is a key component of a measurement, reporting and verification (MRV) system which is a requirement of the United Nations Framework Convention on Climate Change (UNFCCC) for the national forest monitoring system to assess anthropogenic forest-related greenhouse gas emissions by sources and removals by sinks. The results of the NFI will be used to support national institutions to address issues of REDD+ and greenhouse gas (GHG) international reporting obligations. It can be also used to review the policy processes to support sustainable forest management at national level.

    This document builds on the brief paper presented at the 7th Meeting of the UN-REDD Programme Policy Board, held in Berlin, October 2011 (UNREDD/PB7/2011/13), which lays out ways to consider the REDD+ monitoring and information provision needs in the broader context of national development and environmental strategies, at the implementation level. The purpose of this document is to describe the elements in National Forest Monitoring Systems (NFMSs) as they relate to REDD+ under the United Nation s Framework Convention on Climate Change (UNFCCC), and to describe the UN-REDD Programme approach to Monitoring and Measurement, Reporting and Verification (M & MRV) requirements. This paper is presented in a series of sections discussing the various elements of relevant texts of the UNFCCC and the methodological recommendations of the Intergovernmental Panel on Climate Change (IPCC). This approach aims to allow the end-user to consider the implications of the implementation of REDD+ activities in distinct national contexts, and the various steps involved.
