Synopsis (short abstract) Social protection is recognized strategy for ending poverty, achieving zero hunger and building resilient livelihoods. Evidence shows that combining social protection and forest-policy instruments can help to conserve forests, while increasing the productive capacity and resilience of forest-dependent communities. FAO and partners are exploring opportunities for building linkages and synergies between such instruments to help Member Countries combat poverty and hunger. The side-event aims to: • Facilitate knowledge sharing and a discussion on FAO’s work on establishing synergies between social protection and forestry. • Lanch two new working papers: “A diagnostic on social protection needs and opportunities for forest-dependent communities in the United Republic of Tanzania” and “The role of forest producer organizations in social protection“. • Discuss the way forward.

    Approximately one-third of the world’s population depend on forests for their livelihoods. Forest-dependent people require social protection because they are often poor, geographically, politically and socially marginalized, and vulnerable to a variety of risks and shocks. Forestry and social protection programmes and policies share similar objectives of reducing vulnerability of forest-dependent people, enhancing economic inclusion and promoting sustainable development. Therefore, coherence, should be sought to ensure complementarity in objectives and coverage. FAO aims to promote linkages between social protection and agriculture, food security, nutrition, natural resource management, decent rural employment and resilience building. This document presents a guiding framework to assist mainly governments, development organizations and civil society organizations (CSOs) in attaining coherence between social protection and forest policies to improve the well-being of forest-dependent people. The framework guides the provision of knowledge and evidence on the vulnerabilities of forest-dependent people and analyses gaps in the provision of social protection to forest-dependent people; frames the rationale for promoting the coherence between forestry and social protection; and identifies the enabling environment and options to coherently design and implement forestry and social protection at the programme and operational levels.

    An FAO team – in partnership with other development institutions and member countries – recently explored the concept of social protection for forest-dependent people through a global literature review and country case studies in Burkina Faso, China and Uganda. The objective of the side event is to present and discuss the findings of the case studies and best practices in order to draw lessons, identify issues through which social protection could foster sustainable forest resource management an d resilient livelihoods, and to enhance social protection systems to empower forest dependent communities and their organizations.
