    The Fisheries Department of the Food and Agriculture Organization of the United Nations (FAO) regularly conducts reviews of aquaculture status and trends, most recently in 2005. This regional review for the 17 countries in the Near East and North Africa is a synthesis of the available National Aquaculture Sector Overviews (NASOs) and Prospective Analyses for Future Aquaculture Development (PAFADs), with a focus on the period 1994¿2003. The review process also included regional expert workshops h eld in Cairo (Egypt) and Muscat (Oman) in 2005, for discussion of the regional aquaculture development, in particular the status, trends and challenges. The information from these workshops is also included in this regional review. In the last decade, the sector has demonstrated remarkable growth from 96 700 tonnes in 1994 to 566 250 tonnes in 2003, and the contribution of aquaculture to total fisheries increased from 4.5 percent to 18.7 percent. Nearly all countries are expected to increase the ir aquaculture production, manifest in increased production tonnage and diversity of culture species. Production is dominated by Egypt and the Islamic Republic of Iran, with Bahrain, Kuwait, Oman, the United Arab Emirates and Yemen being emerging producers. In many instances, increases in production are driven by a need to increase reliability of the domestic supply. Production of protein for human consumption is dominant, particularly of finfish such as tilapia, carps and marine finfish species ; the Indian white prawn is the only crustacean of significant economic importance. Within food fish production the main trends are increased culture of marine species, intensification, and more integrated agriculture-aquaculture. Within non-food species, the main trend is towards production of ornamentals. Successfully addressing four key priority issues is essential for the continued growth of aquaculture in the region: (i) farming systems, technologies and species; (ii) marketing and processi ng; (iii) health and diseases, and (iv) policies, legal frameworks, institutions and investment.

    Collectively carps represent the largest global aquaculture sector, contributing over 20 percent of global aquaculture production. The Indian major carps including catla (Catla catla), rohu (Labeo rohita) and mrigal (Cirhinnus mrigala) are cultured widely across the Indian sub-continent with the main culture system being a multi-species polyculture in ponds, often including other carp species such as common carp (Cyprinus carpio). This production sector is supported by major seed supply systems producing over 50 billion seed per annum. This case study analyses genetic management of Indian major carps since they were first domesticated with the development of hypophysation techniques in the 1950s. A review of literature and a survey of common hatchery practices identifies significant problems prevalent in the sector brought about by a lack of application of best practices in genetic management resulting in loss of genetic diversity, inbreeding and uncontrolled hybrid introgression. These practices are likely to be impacting negatively on the productivity of the cultured farmed types and will represent a significant challenge to the sector in the long term. This case study identifies some of the root causes of poor genetic management and identifies some of the practices that could bring about an improvement in hatchery management to ensure more sustainable use of these globally important aquaculture species.

    Fisheries and aquaculture in Tajikistan: review and policy framework 2013

    The fishery sector currently plays a minor role in development of the rural economy of Tajikistan. Its contribution to the country’s Gross National Product was in recent years less than 0.1 percent. Despite the availability of extensive water resources (ponds, reservoirs, lakes, rivers and channels), fish production has fallen from 4 000 tonnes in 1991 to 214 tonnes in 2006. As a consequence, fish consumption per capita has decreased to a level less than 0.5kg, compared to 3kg at the end of the 1980s. Fishery in Tajikistan started with the construction of Farkhadskiy and Kayrakkum reservoirs in the north of the Republic. Aquaculture development received the most attention. In the early 1960s the government carried out a large-scale program of fish farming development. Under this programme aquaculture farms with a total area of about 2 500 hectares (ha) were established. Production technologies included semi-intensive culture and extensive polyculture of carp in earthen ponds. Specie s cultured were common carp Cyprinus carpio carpio, silver carp Hypophthalmichthys molitrix, bighead carp H. nobilis, and grass carp Ctenopharyngodon idella. Aquaculture provided 70-80 percent of the marketed fish before independence. After independence the reform process of the economy led to a partly privatized fishery sector. The poorly managed privatization process negatively affected the fishery and aquaculture sector. Combined with a general economic crisis, breaking of communications an d dramatic decrease in trade with the former Soviet Union states, limited availability of commercial fish feeds and hatchery equipment, limited investment in research, training and education, the privatization process can be considered disastrous for the sector. At present the sector is slowly recovering but the severe winter in 2007/2008 (the coldest in over 25 years) set back the sector’s growth. The principal fishery sector governing body is the Ministry of Agriculture (MoA). Scientific rese arch is mainly carried out by the Department of Ichthyology and Hydrobiology of the Institute of Zoology and Parasitology under the Academy of Science, of Tajikistan and the Faculty of Ichthyology and Physiology of farm livestock of the Tajik Agrarian University. The MoA, recognizing the potential contribution of the capture fisheries and aquaculture sectors to rural poverty alleviation, achievement of food security and generation of alternative employment, has started to support actively the rehabilitation of the sector. Acknowledging that the country cannot develop the sector on its own, the MoA took a leading role in the initiation of regional collaboration, by organizing the first Regional Intergovernmental meeting to initiate the establishment of a Central Asian Fisheries Organization in November 2008. This FAO Fisheries and Aquaculture Circular has three main aims. First, it is intended to inform those interested in fisheries and aquaculture in Tajikistan about the current situation with regard to fishery resources and their utilization in the country. Second, it attempts to provide background information in support of the national sectoral policy and strategy formulation process. Thirdly, it may serve as guidance for future interventions by the government and donors in support of the sustainable development and management of the sector.
