Synopsis (short abstract) The Food and Agriculture Organization of the United Nations (FAO), with extra budgetary financial support from de Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF), has initiated the project "Support to study on appropriate policy measures to increase investments in agriculture and to stimulate food production" (GCP/267/JPN). The aim of the project is to identify a policy framework for promoting, facilitating and supporting acceleration of investment by the public and private secto r to achieve domestic capital formation for stimulating sustainable food production. As an activity of the project, FAO in collaboration with MAFF, organized the Symposium on Poverty Reduction and Promotion of Agricultural Investment in Tokyo on 10 March 2010 with Dr Supachai Panitchpakdi, Secretary-General, the United Nations Conference on Trade and Development (UNCTAD), as the keynote speaker. The discussion focused on two themes: Private Sector Approach to Poverty Reduction and Promotion of International Agricultural Investments. It highlighted the importance of increasing agricultural investments for increasing agricultural production and suggested various pragmatic approaches to induce different sectors and stakeholders to invest in agriculture. These Proceedings put together the summary report, papers presented, presentations shown at the Symposium and other related materials.

    The FAO Technical Working Group (TWG) on Reduction of Incidental Catch of Seabirds in Longline Fisheries reviewed three background papers prepared for the meeting dealing with longline fishing technology and effort, the interaction of seabirds during fishing operations and how incidental catch of seabirds can be reduced by using various mitigation measures. It was decided that the content of these background papers should be compiled into one publication to be used as reference material for elab orating technical guidelines and the international plan of action. The TWG also drafted Guidelines and a Plan of Action. The Guidelines are proposed to contain a list of mitigation measures which are either presently in use or under development, as well as a description of how information about mitigation measures could best be disseminated to fishers, the industry and other parties involved. Regarding the Plan of Action, the draft prepared by the TWG should be seen as a very first draft to be developed in a process leading up to the FAO Consultation to be held in October 1998.

    The report of the Technical Consultation on Reduction of Wastage in Fisheries held in Tokyo, Japan (28 October - 1 November 1996) summarizes the discussions of the meeting and the recommendations formulated. These include discussions on the definitions used and the obligations and recommendations under international agreements such as the United Nations Agreement for the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks and the FAO Stocks and the FAO Code of conduct for Responsible Fisheries. The meeting discussed the progress made in reducing wastage through selective fishing and fishing gear, fuller utilization of catches and management of fisheries. The collection of data on and the refinement of estimates of fish discards was also discussed at lenght.
