Synopsis (short abstract) Climate change is predicted to have a marked effect on the agricultural sector in Eastern Africa. However, there is considerable potential to adapt to climate change. This can be done within the framework of the watershed management approach. There are compelling reasons for systematically integrating climate change adaptation and mitigation into the watershed management. This publication concludes that there is a need to find ways of systematically doing this while being able to measure the ad aptation benefits for the inhabitants of these watersheds as well as the mitigation benefits accrued by the actions. It explains what is meant by integrating climate change adaptation and mitigation into the watershed management; describes the benefits; gives examples; and ultimately serves as a guide and advocacy tool for a greater focus on systematically integrating climate change adaptation and mitigation into watershed management, for environmental as well as social and economic benefits.

    Climate change variability has impacts on Lesotho’s wetlands, which are host to a significant portion of the country’s predominately agricultural economy. Intervening in this sector could potentially increase food security and reduce poverty. FAO was called upon to implement sustainable land and water management practices and resource conservation in an effort to reduce the affected communities’ vulnerability while increasing their capacity to adapt to the effects of climate change. The evaluation found the project to be effective in improving the livelihoods and quality of life of the affected communities. It has been particularly relevant to Lesotho’s national priorities focusing on sustainable land management and drought management. Future projects should place more attention on gender issues, particularly showcasing how women’s livelihoods have been improved by FAO intervention.

    Rural populations, especially small-scale producers and women, are disproportionately impacted by climate change since their livelihoods depend largely on natural resources and weather patterns. This paper reviews the available evidence on the role of social protection programmes in facilitating climate change adaptation and mitigation, with a specific emphasis on economic inclusion for agriculture-dependent households. The review also presents available evidence on the ability of social protection programmes to contribute to mitigation targets through reduction in greenhouse gas emissions and in easing the impact of climate mitigation policies on price inflation, job losses and income insecurity.The review underscores the importance of a systems approach. Both climate policies and social protection policies should incorporate specific elements to effectively complement each other.

    Countries have recognized the need for comprehensive changes in agriculture and food systems in order to adapt to and contribute to mitigation of climate change. To further these changes, appropriate policies and institutions are needed that align agricultural development, food security and climate objectives. They also have to be supported by financial resources, which must be used strategically to ensure maximum impact.
