Synopsis (short abstract) A Workshop on the Promotion of Sustainable Commercial Aquaculture in Zambia and Zimbabwe was organized in Lusaka, Zambia, from 2 to 4 October 2002 in recognition of the potential role of commercial aquaculture to achieve poverty alleviation and food security through economic growth and employment creation in the region. The main recommendations from the Workshop to the governments of both countries included the need for preparing clear national policies for commercial aquaculture development, promoting start-up aquaculture and allied industries, defining clear models for economic and financial viability assessments to be applied by funding institutions, facilitating borrowing for commercial operations, disseminating research findings to farmers and information sharing at all levels of aquaculture development, as well as awareness-raising among customers on aquaculture products to increase demand for fish. The role and support of FAO in facilitating the development of commercial aquac ulture was solicited for assisting governments of Zambia and Zimbabwe in strengthening national fish farmers’ associations and regional networks, increasing awareness on the potential of aquaculture for economic growth, establishing national training and information resource centres and identifying the necessary attributes for Zambia and Zimbabwe to export aquaculture products to the European Union. FAO was also requested to urgently document funding sources and mechanisms in place throughout su b-Saharan Africa and monitor commercial aquaculture development to contribute to the dissemination of information and lessons learnt from all commercial aquaculture initiatives.

    This paper presents reports of studies on commercial aquaculture which were commissioned in Côte d'Ivoire, Madagascar, Malawi, Mozambique, Zambia in Africa, and Costa Rica and Honduras by the FAO Fishery Development Planning Service. It also includes a summary which discusses the main points of each original report. For commercial aquaculture to develop in the region, major interventions priorities would be required in the area of: (1) Credit: adapted credit lines should be developed for aq uaculture. To achieve this, banks need to be convinced of the profitability of commercial aquaculture; (2) Enabling economic environment: changes in government policies are needed to help develop commercial fish farming, especially through tax incentives, import facilities and better permit handling; (3) Feed supplies: the technology for fish feed production based mainly on local products needs to be codified in practical form to provide for the development of a proper fish feed industry.

    The workshop was organized by the FAO Subregional Office for the Caribbean in collaboration with the Development Planning and Inland Water Resources and Aquaculture Services of the FAO Fisheries Department, Rome. It was hosted by the Government of Saint Lucia, and attended by 15 participants from seven countries, four regional institutions and the FAO Fisheries Department. The syntheses of the national experiences and status of aquaculture development in the Lesser Antilles reflected a signifi cant level of diversity in the scale of activities among the island nations; they also revealed many similarities in the results and present status of aquaculture development in the subregion. The case studies elicited very positive comments and enquiries from the country representatives. In the plenary deliberations, to identify the constraints to and opportunities for developing aquaculture sustainably in the subregion, participants recognized the need to rank the aquaculture development act ivities based on individual country-priorities and stage of development. The workshop agreed that participants would consult with the decision-makers in their respective countries and communicate a priority-list of needs for possible technical assistance to the technical secretary of the workshop. It was also agreed that such a list would be used to identify common themes that could form the basis for a possible subregional Technical Cooperation Programme (TCP) project proposal.
