Synopsis (short abstract) Credit guarantee systems for agriculture and rural enterprise development takes a fresh and unbiased look at the application and results of guarantee funds for agricultural and rural enterprise development. In order to address the need for increased investment in agriculture and agribusiness, there is renewed interest in using guarantee systems investment to attract finance and investment towards target groups and agro-industries, including small and medium enterprises, that are too risky for a dequate financing without such risk-sharing incentives. The document serves to inform development agencies and policy-makers on current practices and experiences, so that they can apply this information to their decision-making regarding whether or not and/or how best to promote guarantee mechanisms that are effective and sustainable.

    While a considerable amount of literature has been produced in the past decades on the overall experience of using partial credit guarantee schemes (PCGS) to overcome the credit gap in developing agriculture, what is still lacking nowadays is a structured and rigorous empirical evidence demonstrating the concrete impact of PCGS specifically established to unlock financing for agricultural SMEs. Most case studies available today only provide a descriptive analysis of the results, constraints and features of agriculture-specific PCGS, while lacking an impact evaluation approach (either fully experimental or quasi/non-experimental) whose findings could also be used to properly inform the design of future facilities and related policies. This working paper has been developed to assist in overcoming the current gap in empirical data on the impact of agricultural PCGS, by providing interested readers (whether policymakers, the academia, development agencies, or other stakeholders) with key information on technical and operational aspects of impact evaluations of credit guarantee schemes in agriculture, as well as recommendations on the feasibility of carrying out such evaluations with the aim of generating evidence on a more systematic basis. The hope is that public stakeholders interested in carrying out a proper impact evaluation of an agriculture-focused guarantee scheme can use the materials provided by this publication as a reference point for their work.

    "Four case studies on credit guarantee funds for agriculture" is an in-depth analysis of different models of guarantee system. An assessment of these cases, together with a review of the global industry of agricultural guarantee systems, was published as "Credit guarantee systems for agriculture and rural enterprise development". The four case studies in this document provide the reader with a more detailed description of how these individual programmes have worked over time. Three of th e programmes are among the largest and longest standing agricultural guarantee funds in the world, and have had both successful and difficult experiences as they evolve over time. The fourth case, from Estonia, shows how a small, efficient guarantee fund can operate profitably year after year.
