No results found.O presente relatório constitui uma primeira tentativa para traduzir em termos jurídicos e institucionais as propostas contidas no relatório Nº 18, "Propositions pour l'aménagement et la réglementation de la pêche artisanale en Guinée-Bissau". As recomendações de natureza técnica contidas nesse documento reflectern novas metodologias de intervenção no sub-sector artesanal que favoreçam a co-gestão dos recursos haliêuticos entre as autoridades do Estado e os pescadores e assegurem uma maior partic ipação das populações no ordenamento desses recursos que lhes traga benefícios mais tangíveis. Naturalmente, estas orientações devem ficar subordinadas às normas imperativas sobre a organização do Estado. O relatório compreende um projecto de decreto relativo à pesca artesanal e anotações explicativas das suas principais disposições. Este documento foi preparado no âmbito do projecto GCP/RAF/302/EEC - Melhoria do quadro jurídico para a cooperação, o ordenamento e o desenvolvimento haliêutico dos Estados costeiros de África de oeste. -

Uma análise da abordagem ecossistémica às pescas em políticas e legislação nacionais selecionados da Guiné-Bissau

Legislar de acordo com a abordagem ecossistémica às pescas (AEP) é uma tarefa complexa devido à natureza holística da AEP, que envolve múltiplos fatores subjacentes aos aspetos sociais, económicos, ambientais e institucionais da sustentabilidade das pescas. Estes fatores incluem a integração de ecossistemas, os riscos, a colaboração intersetorial, a investigação, os processos participativos, a monitorização, controlo, vigilância e execução, entre outros. Com o objetivo de analisar a forma como a AEP está a ser implementada através dos quadros políticos e jurídicos nacionais, a FAO elaborou Uma ferramenta de diagnóstico para a implementação de uma abordagem ecossistémica às pescas através de quadros políticos e jurídicos. O presente relatório jurídico sobre a AEP utilizou a ferramenta de diagnóstico para analisar o alinhamento de instrumentos políticos e jurídicos selecionados da Guiné-Bissau com a AEP. Esta análise examinou em que medida 82 requisitos legais da AEP, considerados como sendo os requisitos mínimos a incluir na atividade legislativa em prol da AEP, se encontram refletidos nas políticas e legislação da Guiné-Bissau relevantes para o setor das pescas do país e para outros setores pertinentes (como o ambiente, a fauna selvagem, os ecossistemas e os assuntos marítimos). Com base neste diagnóstico preliminar, foram identificadas lacunas nos instrumentos analisados e formuladas recomendações com vista a melhorar a implementação da AEP. O presente relatório foi elaborado seguindo uma abordagem participativa, que contou com o envolvimento das autoridades nacionais competentes da Guiné-Bissau. Elaborado em julho de 2021, o relatório foi apresentado às autoridades nacionais da Guiné-Bissau em outubro do mesmo ano. O Ministério das Pescas, através do Secretário Geral e Gabinete Jurídico, aprovou este relatório jurídico sobre a AEP de Guiné-Bissau em julho de 2022.

No results found.Global climate studies show that not only temperatures are increasing and precipitation levels are becoming more varied, all projections indicate these trends will continue. It is therefore imperative that we understand changes in climate over agricultural areas and their impacts on agriculture production and food security. This study presents new analysis on the impact of changing climate on agriculture and food security, by examining the evidence on recent climate variability and extremes over agricultural areas and the impact of these on agriculture and food security. It shows that more countries are exposed to increasing climate variability and extremes and the frequency (the number of years exposed in a five-year period) and intensity (the number of types of climate extremes in a five-year period) of exposure over agricultural areas have increased. The findings of this study are compelling and bring urgency to the fact that climate variability and extremes are proliferating and intensifying and are contributing to a rise in global hunger. The world’s 2.5 billion small-scale farmers, herders, fishers, and forest-dependent people, who derive their food and income from renewable natural resources, are most at risk and affected. Actions to strengthen the resilience of livelihoods and food systems to climate variability and extremes urgently need to be scaled up and accelerated. -

The 2023 edition of the Regional Overview of Food Security and Nutrition in Latin America and the Caribbean presents an update of the data and trends in food security and nutrition in recent years. The impact of the COVID-19 pandemic, the climate crisis and the conflict in Ukraine, as well as the economic slowdown, rising food inflation and income inequality have had an impact on regional figures. The most recent data shows that, between 2021 and 2022, progress was made in reducing hunger and food insecurity in Latin America and the Caribbean. However, the progress achieved is far from the targets established to meet SDG 2 of ending hunger. In addition, one in five people in the region cannot access a healthy diet and malnutrition in all its forms, including child stunting, micronutrient deficiencies and obesity continue to be a major challenge.
