Synopsis (short abstract) The evaluation project “Adapting Agriculture to Climate Change in the Gambia (GCP/GAM/033/LDF)” found that it was, generally, satisfactorily implemented to achieve its objective to “To strengthen diversified and sustainable livelihood strategies for reducing the impacts of climate variability and change in agriculture and livestock sector”. However, implementation in the livestock sector faced challenges, including the COVID-19 pandemic and cumbersome procurement processes among others. The project built capacities of implementing partner institutions, CSOs and farmer-based organizations, and supported the establishment of vegetable gardens for increased income and nutrition security of beneficiary communities. The planned animal drinking points, if successfully implemented, will facilitate watering of animals, thereby increasing their production and productivity. Other established schemes like beekeeping, poultry and small ruminants will also contribute to increasing beneficiary income-earning capacities. Additionally, the upgrading of the National Environment Agency (NEA) Lab and training of staff has positioned the agency to contribute towards addressing climate change issues.

    This report presents the key findings, conclusions and recommendations from the terminal evaluation of the project “Adapting Agriculture to Climate Change in The Gambia”. This project was funded by the Global Environment Facility (GEF), the Food and Agriculture Organization of the United Nations (FAO) and the Government of the Gambia. The project was implemented in the Gambia from December 2016 to October 2023 at the time of the evaluation; it was subsequently extended again after the evaluation.

    This project supports communities in wetland areas of the Lao People’s Democratic Republic in efforts to reduce pressure on wetlands area, improve management and stewardship and diversify livelihoods. The project outcomes were consistent with national policies and plans, and it was successful in a range of wetland conservation efforts. Evidence-based planning and mainstreaming of climate change adaptation, disaster risk management and wetland conservation has been conducted in regular planning exercises, training of government staff and participating communities. RAMSAR site steering committees have been established. A major threat continues to be encroachment of wetlands for rice cultivation and use of chemical fertilizer and pesticides in rice fields.

    The project “Strengthening the adaptive capacity to climate change in the fisheries and aquaculture sector of Chile”, with support from the Global Environment Facility (GEF), sought to reduce the vulnerability and increase the adaptive capacity to climate change in the fisheries and aquaculture sector of Chile. Implemented in four remote coves, the project was geared towards coastal communities through high quality in-person participatory capacity building sessions, raising awareness about topics such as productive diversification, adaptation to climate change, aquaculture and tourism. Despite there being several changes in civil servants and government authorities, as well as certain delays due to the COVID-19 pandemic and civil unrest in the country, the project managed to progress towards the formulated objective, was relevant to the actual situation and suited to the needs of the beneficiaries. Lessons learned were also generated to improve the formulation and management of this type of project in the future. Notably, the evaluation found that climate change adaptation workshops have a high potential for replicability across different geographic settings in the region.
