2021The Parties discussed the results of the questionnaire for the review and assessment of the effectiveness of the PSMA, agreeing that the questionnaire was a useful tool, whilst noting the need for further improvements. The Parties tasked the FAO to review the questionnaire, and agreed that the questionnaire would be completed every four years. Parties noted that whilst progress has been made in effectively using the PSMA to combat IUU fishing, a number of challenges remain. Parties welcomed the useful information provided by Regional Fishery Bodies (RFBs) related to progress made in the implementation of the PSMA, and agreed that a standardized questionnaire for RFBs is needed. Parties tasked FAO to develop a first draft of this questionnaire. The Parties welcomed the prototype of the global information exchange system (GIES) and agreed that it should enter a pilot phase. They also reiterated the importance of the availability of information related to the national contact points for the PSMA. The Parties expressed the importance of receiving support on the implementation of effective monitoring, control and surveillance, enforcement and the implementation of GIES. The Secretariat announced the launch of the Global Capacity Development Portal. The Parties requested that discussions around developing a strategy to improve the effectiveness of the PSMA be deferred to an ad hoc working group, and approved the terms of reference of the PSMA Strategy Ad Hoc Working Group. -

2021Las Partes debatieron los resultados del cuestionario para examinar y evaluar la eficacia del Acuerdo sobre medidas del Estado rector del puerto destinadas a prevenir, desalentar y eliminar la pesca ilegal, no declarada y no reglamentada (Acuerdo sobre MERP), coincidiendo en que el cuestionario era un instrumento útil, al tiempo que señalaron la necesidad de introducir mejoras adicionales. La Partes encomendaron a la FAO el examen del cuestionario y acordaron que se cumplimentara cada cuatro años. Asimismo, tomaron nota de que, si bien se habían realizado progresos en cuanto al uso eficaz del Acuerdo para combatir la pesca ilegal, no declarada y no reglamentada (pesca INDNR), persistían varios desafíos. Las Partes acogieron con satisfacción la útil información proporcionada por los órganos regionales de pesca (ORP) en relación con los progresos realizados en la aplicación del Acuerdo sobre MERP, y acordaron que era necesario un cuestionario normalizado para los ORP. Las Partes encargaron a la FAO que elaborase un primer proyecto de este cuestionario. Las Partes acogieron con satisfacción el prototipo del sistema mundial de intercambio de información y convinieron en que debería iniciarse una fase piloto. También reiteraron la importancia de la disponibilidad de información relativa a los puntos de contacto nacionales para el Acuerdo sobre MERP. Las Partes expresaron la importancia de recibir apoyo en la aplicación de mecanismos eficaces de seguimiento, control y vigilancia, así como en el cumplimiento de la normativa y en la puesta en práctica del sistema mundial de intercambio de información. La Secretaría anunció la puesta en marcha del portal mundial sobre desarrollo de la capacidad. Las Partes solicitaron que las deliberaciones sobre la elaboración de una estrategia para mejorar la eficacia del Acuerdo sobre MERP se encomendaran a un grupo de trabajo especial y aprobaron el mandato del Grupo de trabajo especial encargado de la estrategia para el Acuerdo sobre MERP. -

No results found.The present report is the outcome of the joint call on good practices on Digital Excellence in Agriculture, organized by the International Telecommunication Union (ITU) Office for Europe and Office for CIS and the Food and Agriculture Organization (FAO) of the United Nations Office for Europe and Central Asia. The document presents a summary version of the 171 eligible submissions of good practices and innovative solutions advancing the digital transformation of agriculture in Europe and Central Asia. This call complements the joint FAO-ITU review on the Status of Digital Agriculture in 18 countries of Europe and Central Asia (ITU-FAO, 2020)1 and provides evidence on how Information and Communication Technologies (ICTs) play an emerging role in the agriculture landscapes of the regions, acting as an engine for agricultural development. However, the adoption of digital technologies in agriculture differs from country to country, and from region to region. The review in the 18 countries highlighted that smallholder farmers have yet to experience the widespread benefits of this digital transformation, and they are lagging behind when it comes to the adoption of digital agriculture solutions and innovations due to lack of trust in the potential of ICTs, limited digital skills, connectivity issues and restricted availability of ICT-based solutions to utilize and scale up. Realizing the full potential of digital agriculture transformation requires identifying, sharing and implementing best practices and proven solutions across countries, involving all actors in participatory processes. -
