2021El presente documento contiene el informe de la tercera reunión del Grupo de trabajo establecido por las Partes en virtud de la Parte 6 del Acuerdo sobre medidas del Estado rector del puerto (Acuerdo sobre MERP) destinadas a prevenir, desalentar y eliminar la pesca ilegal, no declarada y no reglamentada, que se celebró en Santiago de Chile (Chile) el 7 de junio de 2019. El Grupo de trabajo examinó el mandato de los mecanismos de financiación establecidos en virtud de lo dispuesto en la Parte 6 del Acuerdo sobre medidas del Estado rector del puerto destinadas a prevenir, desalentar y eliminar la pesca ilegal, no declarada y no reglamentada, que se había aprobado en la segunda reunión de las Partes, y formuló recomendaciones concretas sobre su utilización para apoyar los esfuerzos nacionales y regionales encaminados a la aplicación del Acuerdo. El Grupo de trabajo eligió al Sr. Bjarne Garden (Noruega) y a la Sra. Desri Yanti (Indonesia) como los dos representantes oficiales de las Partes que integrarían, junto con la Secretaría de la FAO, el panel encargado de examinar las solicitudes y formular recomendaciones sobre la asistencia que había de concederse con cargo al Fondo de asistencia previsto en la Parte 6. El Grupo de trabajo acogió con satisfacción la propuesta de diseño y contenido del Portal mundial para el desarrollo de la capacidad de lucha contra la pesca ilegal, no declarada y no reglamentada (pesca INDNR) que estaba elaborando la FAO, y alentó a esta a seguir adelante con la elaboración. -

2023Las Partes examinaron la situación del Acuerdo de la FAO sobre medidas del Estado rector del puerto (Acuerdo sobre MERP) y recordaron las decisiones de la tercera reunión de las Partes. Se examinaron los progresos y las dificultades en la aplicación del Acuerdo por las Partes, y se subrayó el importante papel de los órganos regionales de pesca (ORP), en especial las organizaciones regionales de ordenación pesquera (OROP), en apoyo de la aplicación del Acuerdo. Las Partes acordaron la puesta en funcionamiento del sistema mundial de intercambio de información para finales de 2023 y aprobaron el mandato del Grupo de trabajo técnico de composición abierta sobre intercambio de información. Las Partes destacaron que la asistencia a los Estados en desarrollo que son Partes en el Acuerdo es fundamental para la aplicación efectiva del Acuerdo, y reiteraron la necesidad de poner en funcionamiento el Fondo fiduciario multilateral de asociados establecido en virtud de lo dispuesto en la Parte 6 del Acuerdo sobre MERP y administrado por la FAO. Las Partes aprobaron la Estrategia para mejorar la efectividad del Acuerdo sobre medidas del Estado rector del puerto destinadas a prevenir, desalentar y eliminar la pesca ilegal, no declarada y no reglamentada (la Estrategia de Bali). Las Partes también acordaron la modificación del mandato del Grupo de trabajo especial encargado de la estrategia para el Acuerdo sobre MERP para incluir la tarea de seguimiento de la aplicación efectiva del Acuerdo. Se aprobó el cuestionario modificado para el examen y la evaluación de la eficacia del Acuerdo sobre MERP dirigido a las Partes, junto con el nuevo cuestionario dirigido a los ORP y otras organizaciones internacionales. -

Oslo [Noruega], 1 2019This document contains the report of the first meeting of the Ad Hoc Working Group (Part 6 Working Group) established by the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, held in Oslo, Norway, from 1 to 2 June 2017. The Part 6 Working Group discussed the main requirements and priorities of developing States in the implementation of the Agreement and recommended that support should consider legal and policy aspects, in stitutional set-up and capacity, and operations and procedures. It recognized that assistance should be tailored to accommodate the specific needs of countries and regions, and highlighted the importance of linking individual and institutional capacity building. The important support that existing regional fisheries management organization (RFMO) mechanisms can provide in delivering assistance to developing States Parties was recognized. The Part 6 Working Group agreed on draft Terms of Referenc e for the funding mechanisms to assist developing States Parties to be considered by the Parties at their next meeting. It was agreed that funding mechanisms shall include contribution schemes toward an Assistance Fund, including for projects in support of the implementation of the Agreement. The important linkage between activities supported by the Assistance Fund and FAO’s global capacity development programme in support of the Agreement and complementary instruments was emphasized.

2021The Parties discussed the results of the questionnaire for the review and assessment of the effectiveness of the PSMA, agreeing that the questionnaire was a useful tool, whilst noting the need for further improvements. The Parties tasked the FAO to review the questionnaire, and agreed that the questionnaire would be completed every four years. Parties noted that whilst progress has been made in effectively using the PSMA to combat IUU fishing, a number of challenges remain. Parties welcomed the useful information provided by Regional Fishery Bodies (RFBs) related to progress made in the implementation of the PSMA, and agreed that a standardized questionnaire for RFBs is needed. Parties tasked FAO to develop a first draft of this questionnaire. The Parties welcomed the prototype of the global information exchange system (GIES) and agreed that it should enter a pilot phase. They also reiterated the importance of the availability of information related to the national contact points for the PSMA. The Parties expressed the importance of receiving support on the implementation of effective monitoring, control and surveillance, enforcement and the implementation of GIES. The Secretariat announced the launch of the Global Capacity Development Portal. The Parties requested that discussions around developing a strategy to improve the effectiveness of the PSMA be deferred to an ad hoc working group, and approved the terms of reference of the PSMA Strategy Ad Hoc Working Group. -
