Synopsis (short abstract) This study analyses the current state of agricultural and food subsidies in countries of the Near East and North Africa (NENA) region and develops policy options for repurposing agricultural subsidies that would lead to a more resilient and sustainable agrifood system. The study suggests that the repurposing of agricultural support in the NENA region countries requires a comprehensive and integrated analysis of the impacts of the current subsidy schemes, and the potential positive and negative impacts of the reform. The analysis should identify the distributional impacts of reforms to prepare for possible resistance and design compensation and complementary measures as needed. A one-size-fits-all approach cannot be adopted. Repurposing agricultural subsidies in each country should be based on comprehensive research and suggested reforms that fit the specific priorities and circumstances of the relevant country and the affected stakeholders.

    Hunger in the Arab region worsened amid deepening crises in 2023. The Near East and North Africa Regional Overview of Food Security and Nutrition warns that the Arab region remains off-track to meet the food security and nutrition targets of the Sustainable Development Goals by 2030.In 2023, 66.1 million people, approximately 14 percent of the population in the Arab region, faced hunger. The report highlights that access to adequate food remains elusive for millions. Around 186.5 million people – 39.4 percent of the population – faced moderate or severe food insecurity, an increase of 1.1 percentage points from the previous year. Alarmingly, 72.7 million people experienced severe food insecurity.

    In recognition of the importance of food secure and resilient cities, many local governments across the world are prioritizing food systems in their policies and plans. Their actions usually aim at addressing broader sets of challenges such as malnutrition, environmental challenges and resilience to shocks and extreme events. However, despite the progress, the role of local and regional governments in promoting urban food systems transformation has not been sufficiently recognized at national and global levels. In most cases, particularly in developing countries, local and sub-national governments lack financial and technical capacity to advance sustainable transformation of agrifood systems at scale. To support municipalities in putting cities in the driving seat for sustainable agrifood systems, there is a growing number of urban food systems networks and initiatives at global, regional and national levels.

    The Russian Federation and Ukraine are among the most important producers of agricultural commodities in the world. Both countries are net exporters of agricultural products, and they both play leading supply roles in global markets of foodstuffs and fertilizers, where exportable supplies are often concentrated in a handful of countries. This concentration could expose these markets to increased vulnerability to shocks and volatility. Many countries of the NENA region are heavily dependent on imported foodstuff and fertilizers from Russia and Ukraine; and thus, the current conflict puts the region at risk of shortening of food supply from Russia and Ukraine as well as raising food prices as a result of the disturbances in post-COVID-19. This document is addressing the food security challenges faced by the Near East and North Africa countries due to the war in Ukraine.
