    Report of the forty-third session of the General Fisheries Commission for the Mediterranean (GFCM)

    The forty-third session of the General Fisheries Commission for the Mediterranean (GFCM) and the tenth session of the Committee on Administration and Finance were attended by delegates of 19 contracting parties, as well as of three cooperating non-contracting parties and two non-contracting parties. Representatives from 13 intergovernmental and non-governmental organizations, the Food and Agriculture Organization of the United Nations and its regional projects, as well as the Bureaus of the Commission and its subsidiary bodies, were also in attendance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. Moreover, the outcomes of the second GFCM performance review were commented. In relation to the management of fisheries and aquaculture in the GFCM area of application, eight binding recommendations were adopted, dealing with the following issues: the use of anchored fish aggregating devices in common dolphinfish fisheries in the Mediterranean Sea, information on access agreements in the GFCM area of application, the establishment of a list of vessels presumed to have carried out illegal, unreported and unregulated fishing in the GFCM area of application, the sustainable exploitation of blackspot seabream in the Alboran Sea and red coral in the Mediterranean Sea, multiannual management plans for turbot fisheries in the Black Sea and sustainable demersal fisheries in the Adriatic Sea, and management measures for sustainable trawl fisheries targeting giant red shrimp and blue and red shrimp in the Strait of Sicily. Furthermore, the Commission discussed issues related to the mandate of the GFCM Executive Secretary.

    Country guidelines and technical specifications for global soil nutrient and nutrient budget maps

    The "Country Guidelines provides guidance and technical specifications for the first phase of the GSNmap initiative which aims to generate national maps of soil nutrients and associated soil properties at 250 m resolution for agricultural lands based on a country–driven approach. On the one hand, soil nutrient maps will provide a baseline for identifying areas where their levels are critical for crop growth and will thus serve as an important decision–making tool. On the other hand, associated soil parameters such as organic carbon, pH, soil texture, bulk density, and cation exchange capacity will be mapped, which can highlight the key limits to nutrient availability. In order to obtain consistent results and to allow comparisons between countries and regions, we propose a standard methodology based on digital soil mapping techniques. General modelling procedures, data requirements and data sources are described. The final product specifications and data submission formats are also provided. The final product will be relevant to identify the level of nutrients and associated soil properties per regions, environments and agricultural systems, and to establish priorities for the implementation of global and national public and private policies.

    El Diagnóstico del Sector Rural y Pesquero tiene como objetivo identificar la problemática actual del sector agropecuario y pesquero, las características de la población afectada por estos problemas y determinar la pertinencia de las intervenciones de política pública sectorial con relación a la problemática actual identificada. La elaboración del diagnóstico responde a una de las recomendaciones emitidas en las evaluaciones externas de diseño realizadas a los Programas de la SAGARPA en 20081, l a cual establecía contar con un diagnóstico que identificara y definiera la problemática que enfrenta el sector agropecuario y pesquero de México. El diagnóstico está dirigido a los tomadores de decisiones, ya que su información permite sustentar el diseño de políticas públicas relacionadas con el sector agropecuario y pesquero. Sin embargo, la información y análisis que se presenta es también de utilidad para una audiencia más amplia. Es en este contexto que el diagnóstico ha sido elaborado por el proyecto de Evaluación y Análisis de Políticas para el Campo (UTF/MEX/089/MEX) en el marco de la cooperación técnica entre la Organización de las Naciones Unidas para la Alimentación y la Agricultura (FAO) y la Secretaría de Agricultura, Ganadería, Desarrollo Rural, Pesca y Alimentación (SAGARPA).
