Synopsis (short abstract) Land-based sectors in the Philippines are affected by institutional weaknesses in various ways, including overlapping and conflicting policies, laws and programmes, a lack of reform in public land management and inadequate funding for urban development, disaster mitigation and climate change. Land governance has thus been given paramount importance in recent years. However, security of tenure for all remains a challenge as the existing institutional set-up fails to respond to the needs of people in the land, fisheries and forestry sectors. In response to this, the Government decided to mainstream the Voluntary Guidelines on the Responsible Governance of Tenure (VGGT) on Land, Fisheries and Forests in order to improve land governance and expand it beyond the land sector. The project contributed to improving the capacity of the Government to provide good land governance by updating the Land Sector Development Framework (LSDF) in line with VGGT principles and guidelines, and by increasing awareness of these principles and guidelines in the fisheries sector.

    Land has played a critical role in the development of the United Republic of Tanzania, with the roots of land tenure frameworks, issues and conflicts dating back hundreds of years Current land laws in the country are seen as progressive policies and legislation recognize the equal rights to land of men and women, including unregistered rights under customary laws, and any transfer of rights requires the consent of local people In practice, however, land tenure rights are disputed among village, district and national administrative authorities, and conflicts over land are common, widespread and sometimes violent Policy deficiencies and contradictions, weak policy and institutional frameworks, and poor governance have together resulted in tenure insecurity The country has recently updated its National Land Policy 1995 and made significant investments in land programmes In recognition of FAO’s role as a neutral partner and of its broad expertise in land tenure and the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security ( in particular, the Government of the United Republic of Tanzania requested FAO to provide support to the process of implementing the new National Land Policy The VGGT set out principles and internationally accepted standards for responsible practices They are a framework that actors can use when developing their own strategies, policies, legislation and programmes They allow government authorities, the private sector, civil society and citizens to judge whether their proposed actions and the actions of others constitute acceptable practices In November 2017 in collaboration with MLHHSD, FAO held a technical workshop on the implementation of the VGGT in the country, at which the Government ensured its support to FAO Areas defined as important were the regularization of customary land, the resolution of land conflicts, including through Alternative Dispute Resolution ( methods, land use planning and land based investments.

    The main objective of this report is to review the monitoring and evaluation (M&E) frameworks, tools and guidance documents that are available for climate-smart agriculture (CSA), and in particular for objective (“pillar”) two on adaptation and resilience. The report is a literature review and does not propose a new methodology. It is not an exhaustive list, but summarises the main M&E frameworks. This report represents the first step towards the development of operational guidelines for the design and implementation of national M&E frameworks for CSA, to be developed during the first quarter of 2019. The envisioned operational guidelines will address the core constraints and needs of Member States on both the design and implementation of an M&E system that can simultaneously address CSA and sector reporting requirements for the 2030 Agenda climate instruments. These guidelines will address the principal need expressed by Member States that M&E systems and indicators should be simple and not onerous. The intended users are practitioners designing CSA projects at country level and policy-makers coordinating national-sector monitoring and reporting efforts on climate change under the following three global agreements: the United Nations 2030 Agenda for Sustainable Development, the Sendai Framework for Disaster Risk Reduction, and the United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement of 2015.

    This identification guide includes 552 species of mesopelagic fishes (i.e. those fishes residing primarily between 200-1000 m depth during daytime) that are known to occur in the central and south east Atlantic Ocean. Fully illustrated dichotomous keys to all taxa are provided. Species are treated in detail, with accounts including the scientific name, FAO common name in English (where available), other useful characters, size, a distribution map, and one or more illustrations. To facilitate even further the identification of the taxa, captions and arrows are added to help users quickly locate their key morphological features.
